Monitoring and Evaluation Officer


Location: South Sudan

Malaria Consortium (MC) is a British registered charity

(www.malariaconsortium.org) specialising in communicable disease
control programmes. In Southern Sudan MC provides support to the
Ministry of Health (MoH) of the Government of South Sudan (GoSS). This
includes high level technical support for the development of policies,
guidelines, and strategies. In the past year we have also begun
implementation of community based programmes focussing on controlling
key childhood illnesses. Our current programmes are focussed on
control of malaria, Neglected Tropical Diseases (NTDs), pneumonia and
diarrhoea. All our programmes have elements of health systems
strengthening (HSS).

The Monitoring and Evaluation Officer will be based in our Aweil field

office in Northern Bahr el Ghazal and will initially report to the
Area Coordinator (the reporting structure may change in the near
future). Technical guidance for this position will be provided by the
M&E Coordinator in the national or regional office.
The successful candidate would be responsible for the following:

Project information management and reporting

• Have day-to-day responsibility for all Malaria Consortium monitoring
and evaluation activities in Northern Bahr el Ghazal.
• Line manage and support data entry clerks.
• Take overall responsibility for collection of monthly health data
from County Health Departments, health facilities and community
volunteers.
• Collation and analysis of monthly data in order to prepare and
produce meaningful data and trends for quarterly donor reports.
• Responsible for analysis of data, with a view to informing and
improving programme development.
• With the rest of the MC Aweil team, carry out regular support
supervision to project sites to ensure project data is being captured
correctly, providing training if necessary.
• Lead on project surveys and assessments, designing data collection
tools and databases.

Capacity building for county and health facility staff

• Coordinate and provide training on record keeping and health
information systems to County Health Department and health facility
staff.
• Assist and train health facility staff to analyse medical
information for clinical and programmatic decisions for improving
patient care.
• Conduct regular visits to each health facility with a counterpart
from the County Health Department to provide technical assistance and
supervise the quality of health data.
• Support all health facilities to prepare accurate monthly reports of
patient data, both data related to malaria control activities and
other primary health care health information.
• Support the County Health Department and State Ministry of Health
(MOH) in efforts to collect complete clinical data to provide accurate
reports to national level Ministry of Health, Malaria Consortium and
other NGOs.

Representation

• With the rest of the MC Aweil team, work to strengthen partnership
between SMOH, County Health Departments and NGOs.
• Participate in M&E Workshops at the state or national level.

Person specification

Essential:
• Degree/ postgraduate degree in public health, M&E, health statistics
or related field.
• Experience in communicable disease control and health systems
strengthening
• Strong practical experience in information technology and in Excel,
Access, and other database packages.
• Excellent writing and presentation skills, able to provide written
communication in a timely manner and adjusted to various levels of
comprehension.
• Fluency in English oral and written communication
• Ability to transfer knowledge through formal and informal training
methods.
• Ability to work well in a team environment.

Desirable:

• At least 3 years experience working in public health in developing
countries with substantial experience in M&E, data collection and
management.
• Experience in survey and study implementation
• Experience in training using adult learning methodologies
• Patience and a sense of humour

Package:  A competitive salary and benefits package will be offered to

the successful candidate including Rest and Recuperation every 8
weeks, provision of housing, and a hardship allowance in country.

Security situation in country:

Please note that Southern Sudan is a post-conflict setting with
recurring localized insecurity. This does not generally target
expatriate or NGO staff but does have potential to disrupt programming
and occasionally leads to the need to relocate staff.  While Malaria
Consortium takes all reasonable measures to ensure the safety of its
staff, interested candidates must be aware and willing to work in such
a context.  Given the context, all Malaria Consortium positions in
Southern Sudan are unaccompanied postings.

performance)
