BACKGROUND
PACT Sudan is an NGO (Non Governmental Organization) whose mandate centers on stability and recovery, including grassroots peacebuilding and reconciliation, strengthened civil society, enhancing the environment for good governance and provision of basic services such as water for peace and recovery. It has been operating in Sudan since 2002.
 
We are looking for a potential/suitable candidate to fill the above mentioned position based in Pact Sudan office in Kurmuk.
 
POSITION SUMMARY
The CDO will provide the link between local partners and Pact’s Peace Program in the Blue Nile under the auspices of the Three Areas Peace Fund (TAPF). The overall vision of TAPF is to support sustainable peace and reconciliation as a foundation for recovery and development in Sudan.  The specific purpose of TAPF is to help create an “enabling environment” for the Comprehensive Peace Agreement (CPA) by Pact Sudan serving as the Managing Agent of a Peace Fund to support stability, peace building and networking between multiple stakeholders including government partners as well as local NGOs and community based organizations.
 
The CDO, reporting to the Field Coordinator, and coordinating closely with the Project Manager and his Deputy, and the Technical Team; will work with local partners to design and implement programs. S/he will support the strategic development of activities that promote an environment conducive to peaceful coexistence. Such activities may include the following: community dialogue and capacity building initiatives; strengthening local government; furthering the role of civil society organizations; supporting community security initiatives; improving access to independent information; to addressing structural issues such as land issues. The CDO will also work to ensure that all of Pact’s activities – both Peace and WRAPP (Water for Recovery and Peace Program) are linked, adequately supervised, and communicated clearly, both internally and externally.

SPECIFIC DUTIES AND RESPONSIBILITIES
Reporting to the Field Coordinator and working closely with the Deputy Project Manager, the Project Manager and other staff members; the CDO’s key responsibilities shall cover the following areas:
 
  1. Partnership building/Networking
  • Developing relationships with local partners;
  • Mobilizing the necessary stakeholders for activities and interventions and establishing and maintaining regular contact with beneficiary groups and partner organizations, and liaising and coordinating with the appropriate government bodies to promote successful project implementation;
  • Collaborating with multiple stakeholders to develop ideas, prepare joint endeavors, and ensuring effective information sharing and coordination;
 
  1. Programs
  • Developing proposals with local partners for submission to the Project Manager.
  • Mentoring and training local partners.
  • Working closely with the Organizational Development Officer (ODO) to undertake Organizational Capacity Assessments (OCAs) with local partners to identify their capacity building and other needs.
  • Assisting partners in implementing approved activities.
  • Supporting the Peace programs to ensure that project activities and outputs meet targeted performance standards at the field level.
  • Tracking the project’s progress and making changes to the activity plans where appropriate.
  • Representing Pact and promoting good public relations with communities, partner organizations, authorities and associated networks as requested by the Juba office.
 
  1. External Liaison
  • Collecting information on the local/regional situation and developments concerning security, political, environmental, economic and social issues.
  • Identifying areas of intervention for Pact and local partners.
  • Representing Pact at the local and state level.
 
  1. Monitoring, Evaluation, Reporting, and Learning (MERL)
  • Managing and coordinating the successful planning, implementation, monitoring and evaluation of the project.
  • Drafting monthly and quarterly work plans, including activities descriptions, budgets, timetables and expected results in liaison with the Field Coordinator;
  • Preparing and submitting in timely fashion, regular (monthly) reports on all project activities in accordance with the format prescribed by the Field coordinator and Monitoring, Evaluation, Reporting and Learning (MERL) team in Juba.
  • Contributing as required to Peace reporting outputs – including quarterly and annual reports.
 
  1. Other Duties
  • Supporting community based engagement and advocacy on key thematic issues central to the Pact’s Peace Program (gender, returnees, environment, youth, peace committees, etc).
  • Promoting understanding of compliance with the Pact Sudan guidelines, policies and procedures to partners, authorities and communities at large.
  • Participating in strategic project planning and review meetings, and program coordination meetings.
 
PERSON SPECIFICATION
Essential:
  • A minimum of two years experience of designing, managing and implementing conflict-sensitive and peacebuilding programs in Sudan.
  • Knowledge of the partners/communities in Blue Nile State.
  • A strong team player with excellent interpersonal skills.
  • Strong ability to perform and prioritize multiple tasks.
  • Fluency in English and excellent English writing skills.
  • Strong analytical and leadership skills.
  • Must be able to work effectively with government officials.
  • Consensus building and creative problem-solving skills.
  • Ability to work and be flexible in a less than perfect environment.
  • Ability and willingness to travel to remote parts of Sudan.
 
Desirable:
  • A Bachelors Degree or the equivalent in the social sciences, international relations, development studies, conflict and peace building, or relevant field experience.
  • Knowledge of Arabic and local languages.
  • Prior experience in Sudan or other conflict or post conflict country.
