Purpose of the role
 
The Monitoring and Evaluation (M&E) Officer is a core member of the AHME project management team and is primarily responsible and accountable for supporting the development and implementation of the project’s M&E plan, including development of a project performance monitoring plan and reporting system to assess the results  of the project activities.  

Under the overall supervision of the Research, Monitoring and evaluation Manager, and the direct supervision of the AHME project manager, the M&E officer will contribute to efforts that monitor projects outputs against work plan and targets, including those of the Service Providers for the overall AHME project.
 
Key responsibilities
  • Establish a results-oriented monitoring plan including the performance management plan indicators
  • Provide technical support and guidance on reporting tools, data management processes, analysis and interpretation to project implementation team.
  • Participate in execution of capacity gaps assessments, identifying training needs and developing capacity building plans for supporting the franchised providers and project team.
  • Coordinate data collection and reporting of project activities to ensure completeness and timeliness.
  • Enter data into project databases accurately, and according to a data calendar within defined timelines.
  • Working with the project team to perform Data Quality checks and data audits including onsite data verifications  to ensure data captured is of optimal quality
  • Plan and facilitate capacity building and training of Franchisees in monitoring and evaluation through mentorship/ supportive supervision
  • Provide technical assistance to the franchised providers for adequate integration of service data into the MOH data systems
Job Requirements
  • Minimum, Bachelor’s Degree in Quantitative Social Sciences (Demography, Population Studies, Sociology, Applied Statistics, Epidemiology, Biostatistics, Environmental Health, Health Systems Management, Health informatics or other related degree)
  • At least 1 year experience in reproductive health, family planning, HIV and AIDS in the context of developing countries
  • Minimum of 3 years’ relevant professional experience in managing large data bases and in design and implementation of M&E systems for health programs.
  • Demonstrated ability to work in a multicultural environment and in a multi disciplinary team.
  • A combination of technical, analytical and managerial capabilities and a proven record of project management,
  • Demonstrated experience statistical analysis and reporting, including experience with computer-based statistical packages and databases (SAS ACCESS, STATA, SPSS, Epi-Data, CSPro, Epi-Info, Adept., ATLASti, NVivo, Nudist etc)
  • Strong facilitation skills, including the design and management of effective trainings.
  • Excellent communications and coordination skills and ability to work independently.

The consultant will work under direct technical supervision of the PHC Medical Officer of the WHO Somalia County Office, and in close collaboration with the Emergency Humanitarian Action and Health Cluster Coordinators. 

The consultant will perform the following duties:
  • Monitor and evaluate the progress of implementation of the ICCM initiative
  • Oversee the data generation of a standardized ICCM data base including tools for data collection, compilation and analysis.
  • Establish data baseline and relevant tools for final evaluation of ICCM initiative

Major duties and responsibilities

The Monitoring and Evaluation Expert will be responsible for the overall operations relating to M&E and this entails:
  • Operationalising AU-IBAR's M&E Framework and Planning and Procedures Manual;
  • Coordinate the monitoring and evaluation of all AU-IBAR's existing and new projects;
  • Coordinate the development and revision of project's logical framework matrix (activities, processes, inputs, outputs, outcomes, and impact);
  • Coordinate the mitigation of risks to enhance efficiency and effectiveness in programme and project performance;
  • Facilitate the collection, compilation and analyses of reports from implementing partners and prepare consolidated reports for project management to submit to project steering committee.
  • Prepare and present monitoring and evaluation findings/reports, including M&E recommendations to support project management;
  • Present monitoring and evaluation findings, with recommendations, to the Programme/Project Steering Committees;
  • Build capacity on M&E to facilitate institutional learning targeting project staff and implementing partners;
  • Facilitate the development of AU-IBAR's dashboard;
  • Coordinate the tracking of the AU-IBAR Strategic Plan 2010-2014 implementation;
  • Provide guidance for the smooth implementation of AU-IBAR Annual Management Plan;
  • Coordinate the evaluation of AU-IBAR's Strategic Plan and all projects; and
  • Perform any other duties as required for successful implementation of the project.
Educational qualifications

Advanced university degree (Master's degree) in a Monitoring and Evaluation, programme or project management and/or relevant discipline. A PhD is an added advantage.

Work experience
  • At least 10 years work experience, preferably in an international development environment of which at least 5 years on managerial or advisory level.
  • At least five years of experience in participatory assessment and monitoring, data processing or analysis and M&E design experience.
  • Relevant specialised courses in M&E an important advantage.
  • In-depth knowledge of Strategic Planning is key.
  • In-depth knowledge of the logical framework methodology (LFM) and the project cycle methodology (PCM) are essential.
  • Proven experience in designing and implementing M&E systems is required.
  • Good contextual knowledge of local issues, community priorities and social and cultural constraints and realities.
Other relevant skills and Competencies
  • Professionalism - Proven expertise in animal production science, policy formulation and advocacy related to animal production and sustainable development; demonstrated in-depth technical knowledge and proven analytical skills on issues related to animal production and sustainable development;
  • Planning and organising - Proven ability to plan and organise work within a project; ability to make timely decisions;
  • Communication - Effective written, oral and presentation skills, particularly ability to present information in a concise and accurate manner; ability to develop consensus among people with varying points of view.
  • Teamwork: Excellent interpersonal skills and ability to operate effectively across organisational boundaries; ability to establish and maintain effective working relations with people of different national and cultural backgrounds with respect for diversity.
  • Judgement/Decision-making - Good judgement and initiative, imagination and resourcefulness, energy and tact, ability to ensure an effective work structure to maximise productivity and achieve institution's goals.
Language requirement

Proficiency in one of the African Union working languages is a requirement. Knowledge of one or more of the other AU working languages would be an added advantage.

Age requirement

Must be preferably between the age of 30 and 45 years.

Tenure of Appointment

The initial appointment will be for 11 months including a 3 months' probation period. Contract extension will be subject to satisfactory performance and availability of funds.

Job Description:

Field Officers will work individually and in a team to administer surveys to administrative and community leaders and the community members where necessary.

They will organize data in the field, compile survey information, translate between English and Swahili, and complete other tasks required for the project or assigned by a supervisor.

Though Field Officers will be based in Nairobi, most of the work will be undertaken in Central, Eastern and some parts of Rift Valley Provinces. 
Working outside of standard business hours in either morning, evening or on weekends will sometimes be necessary.

Work Duration: Successful applicants will initially be hired on a six months contract. Those who demonstrate consistent exceptional performance and ability will be considered for a long term placement/contract.

Qualifications and requirements:
  • A diploma/certificate in social sciences, arts, education or any related field.
  • Experience in data collection through household surveys, academic tests, exit interviews, focus groups or observations

The Mitchell Group Monitoring and Verification (M&V) Manager Job in Kenya

The Mitchell Group, Inc., an international development consulting firm based in Washington, DC, is currently seeking expressions of interest from qualified consultants for an upcoming USAID/East Africa project to provide qualitative, quantitative and analytical information to support USAID/Kenya in making informed program management decisions.

Background & Objectives


The purpose of the project is to provide support to the Government of Kenya and other development partners who are supporting USAID/Kenya overall goals.


Monitoring and Verification (M&V) Manager


The USAID/Kenya program covers a wide range of activities under the following assistance programs: Health, Population and HIV/AIDS; Basic Education; Youth; Governing Justly and Democratically; and Economic Growth, Environment and Natural Resources Management.


The Nairobi-based, M&V Manager will undertake activity-level monitoring and verification of results in the field in order to ensure that all USAID implementing partners’ data are complete, accurate, and consistent with agreements and reports, and with USAID’s regulations.


M & V Manager responsibilities shall include:
  • Establish protocols for, train and manage a team of Regional Supervisory Field Staff and Intern-Level, Field-Based Monitors that will become familiar with all Mission projects and randomly select and visit activity sites to monitor and report on:
  • monitor project performance and partner data collection methods and quality;
  • activity-level environmental compliance and mitigation measures, as required in ADS 204 and activity/project Initial Environmental Evaluations (IEEs) and Environmental Reviews (ERs), taking into account USAID Environmental Guidelines, and including the Pesticides Evaluation Report and Safer Use Action Plan (PERSUAP), when appropriate; and
  • compliance with IP approved USAID Branding and Marking plan, per ADS 320.
  • Based on the above, provide real-time, flexible, activity-level data analyses and reporting utilizing “EpiSurveyor” – an electronic data collection system that can aggregate data and provide it in real-time to AORs/CORs.
The M&V Manager must have:
  • A graduate degree in the field of evaluation, international development or a related technical field.
  • At least 7 years’ of international experience in the management, monitoring and evaluation of development programs, including experience developing monitoring tools, and training and managing staff in effective use of those tools.
  • Excellent American English writing skills and speaking ability.

The African Population and Health Research Center (APHRC) is an international non-profit, nongovernmental organization committed to conducting high quality and policy relevant research on population, health, education and development issues facing sub-Saharan Africa. 

APHRC seeks to recruit a Senior Lead for Strategic Planning & Evaluation to lead a five-year (2011-2016) program entitled “Evidence to Action for Strengthened Family Planning and Reproductive Health Services for Women and Girls (E2A)”, with Pathfinder International as the prime partner. 

The position is based at APHRC’s offices in Nairobi, Kenya.
 
Project Overview: E2A’s ultimate goal is to reduce unmet need for family planning (and thereby, unintended pregnancies), by enabling women and girls to make - and act on - informed decisions about their reproductive lives at all stages of the life cycle. 

It will work at the global, country and community/facility levels to achieve three main objectives: 

1) Increase global support for the use of FP/RH evidence-based best practices (BPs) to strengthen service delivery; 

2) Synthesize and disseminate knowledge about the use of FP/RH BPs to strengthen service delivery; and 

3) Apply and scale up FP/RH BPs in ways that strengthen service delivery.
 
Position Purpose: In collaboration with, and reporting to, the Program Leader at APHRC and the E2A’s M&E Director in the project office in Washington, DC, the Senior Lead for Strategic Planning & Evaluation is the project’s focal person at APHRC. 

Her/his primary responsibility is to: Organize, facilitate or conduct literature reviews as well as operations, evaluation and implementation research around FP/RH BPs; Document and disseminate reviews, case studies and other syntheses that build knowledge on FP/RH BPs; and Contribute to advocacy activities at the global, regional and country levels. 

S/he also supports the design and implementation of the project’s M&E plan, data collection and data systems to measure overall project performance against established goals and objectives.

S/he coordinates the requests and support needs from in-country partners for research, evaluation and documentation of BPs, and with guidance from the E2A Director of M&E, ensure that the needs are timely and adequately met.
 
Key Responsibilities
 
1. Conduct literature and systematic reviews on FP/RH BPs, and produce synthesis for use in the project’s activities at the global, country or local levels;
 
2. Plan, design and implement or facilitate operations, evaluation and implementation research on FP/RH BPs in the Africa region.
 
3. Support the project’s dissemination, communication and advocacy activities;
 
4. Contribute to the development and implementation of the project’s Performance Monitoring and Evaluation Plan, and the production of quarterly reports to USAID;
 
5. Oversee, when applicable, the work of in-country partners’ M&E related staff, and coordinate the implementation of quality control measures;
 
6. Provide technical assistance to in-country partners on research, evaluation and documentation of best practices, among others;
 
Qualifications and Experience
 
1. PhD in Demography, Statistics, Public Health, social sciences or related discipline;
 
2. At least three years of experience in monitoring and evaluating health and development projects, and health service delivery in particular;
 
3. Strong writing skills and good record of publications on population, family planning and reproductive health in developing countries, with demonstrated ability to conduct systematic reviews;
 
4. Good experience in designing and conducting impact evaluation, and operations and interventions research;
 
5. Proven ability to work effectively with various constituencies including funding agencies and international partners, host country government agencies, and other national and local stakeholders and decision-makers;
 
6. Strong quantitative skills and extensive familiarity with MS Office (Word, Excel, PowerPoint) and Statistical Packages (STATA or SPSS);
 
7. Availability to travel internationally about 30-40% of time.

TechnoServe has commenced the implementation of a Smallholder Poultry Agribusiness Development (SPADE) program in Western Kenya and Nyanza. 

This program aims to sustainably improve the livelihoods of 10,000 smallholder poultry producers of indigenous chickens, and in doing so help 50,450 individuals improve their livelihood.

Position Description

Provide strategic leadership expertise in the M&E components of the program.

The M&E will work closely with the Business Advisors, Senior Business Advisors and the management. 

S/he will be responsible for enabling evidence-based decision-making processes by project leadership, maintenance of SPADE M&E systems, and effective implementation of SPADE M&E activities.

Duties and Responsibilities

M&E Systems and Processes:
  • Responsible for monitoring and evaluating program performance in accordance with the logical framework and reporting requirements; Work with Program Manager to integrate M&E data into program planning and decision-making processes;
  • Work with project team members to collect and analyze information from M&E systems for use throughout project lifecycle; ensuring quality control and identify where adaptations might be needed.
  • Undertake regular visits to the field to support implementation of M&E activities;
  • Ensure timely completion of major M&E deliverables, regular periodic analysis of data to identify and communicate lessons-learned, and regular periodic presentation of data and analyses to project management;
  • Support the production of narrative reports; Review, monitor, and analyze reports for impact evaluation;
  • Help to identify the cause of potential bottlenecks in implementation;
  • Contribute to determining the effectiveness of technical training packages.
Requirements
  • Degree in business, economics, statistics or international development-related studies plus 5 years of experience providing leadership in an M&E function.
  • Hands on experience with M&E methods and approaches, including designing, planning, and implementing M&E systems, analyzing and reporting using a logical framework and other strategic planning approaches;
  • Ability to identify and measure social indicators is critical;
  • Excellent information analysis and report writing with fluency in English and Kiswahili;
  • Excellent interpersonal and oral and written communication skills a must;
  • Western and or Nyanza Kenyan work experience with communities is an added advantage.
