Futures Group Capacity Building and Data Warehouse Senior Technical Managers Jobs

Background Information:
Established in 1971, Futures Group develops and delivers innovative, locally relevant, evidence-based solutions to improve the health and well- being of people around the world.
Futures Group provides HMIS support to the Government of Kenya (GoK) and the Centers for Disease Control and Prevention (CDC).
Under a new contract, the Futures team provides a range of technical assistance including:
  • support for the continued development and implementation of the national HMIS strategy; improving information flow
  • to guide policy and program decisions; facilitating interoperability between disparate HMIS including specific efforts to
  • harmonize and integrate laboratory, pharmacy, and electronic medical records (EMR) sub-systems; and developing a data warehouse.
Position: Capacity Building Senior Technical Manager
Reports to: Chief of Party
Position Summary:
The Capacity Building Senior Technical Manager will advise and provide technical expertise to the Chief of Party, and broader project team.
This individual will lead the project’s strategy for and implementation of supportive supervision, mentorship, and training; including the development of training curricula, teaching aids, slides, support DHIS, data warehouse and EMR roll-out for key stakeholders and partners including Division of HMIS, NASCOP, Technical Working Group (TWG) members, local partner treatment facilities, and other implementing partners.
The Capacity Building Senior Technical Manager is also expected to have working knowledge of IQCare-EMR, DHIS, data warehousing and IQTools along with other components of IQSolutions or other similar EMR solutions within the Kenyan setup.
The work requires innovation, often with very little guidance. There is an organizational reliance on the knowledge, initiative and experience of the Capacity Building Senior Technical Manager. Work is very technical in nature and knowledge is specialized.
Minimum Qualifications:
  • Expert knowledge in IT domains and ability to design and conduct trainings on related topics
  • Expertise in facilitation and training for various target audiences including technical experts (i.e. data entry specialists / data analysts) and policy makers
  • Knowledge of various EMRs, and database development in Kenya
  • Minimum academic qualification is a university degree with some bias toward technology or education/curriculum development. Master in public health and project management is an added advantage
  • Demonstrated knowledge of developing training materials and delivering training to technical and non-technical audiences for a minimum of 5 years.
Skills and Knowledge:
  • A broad and extensive knowledge of IT principles, methods and techniques; analytical skills and superior knowledge of project management principles to manage projects and work with multi-disciplinary teams

Essential Functions:
  • Provides technical advice to senior management regarding capacity building strategy and implementation plan for various target audiences.
  • As an EMR solution, DHIS, and data warehouse key mover, identifies new facilities to be supported with the EMR, DHIS and data warehouse solution, and corresponding resources (Human, hardware and infrastructure) support; and training needs.
  • Leads in getting feedback from EMR, DHIS installations in various facilities.
  • Develop training curricula and presentations and designs and facilitates EMR, DHIS, Data warehouse trainings
  • In collaboration with the HMIS TWG, organize and implement activities such as workshops, on the job training and sharing of good practice that provide capacity building opportunities to Health care workers and staff of local institutions to enhance institutional effectiveness
  • Coordinate and build capacity of health care workers from GoK, partner organizations and Futures Group in health Information systems (HMIS), in leadership, strategic planning, partner and stakeholder coordination, human resource, EMR and database development.
Position: Data Warehouse Senior Technical Manager
Position Summary:
The Data Warehouse Senior Technical Manager will advise and provide technical expertise to the project.
This individual will lead the project’s strategy for and implementation of the data warehouse, define the business and information requirements, resolve high-level business and information issues, coach the team in the development of the data warehousing solution, provide continuity in all major data warehousing solution decisions, and determine how technology can be applied to meet the client’s needs.
Minimum Qualifications, Skills and Knowledge:
  • Demonstrated experience designing, developing, deploying or maintaining a data warehousing project.
  • Demonstrated experience with requirements gathering, documentation, and conceptualization of solutions.
  • A university degree in computer science or information technology or any related discipline is required as a minimum, post graduate qualification and /or relevant certification courses will be an added advantage

Minimum Requirements:
  • MBA/MA/MS or a related advanced degree in accounting, finance with 7-9 years experience in financial management and administration preferably in a regional and /or multi-partner context or BA/BS with 9-11years relevant experience.
  • Must have experience in managing donor funds.
  • Working knowledge of USAID financial management policies, procedures and practices.
  • Excellent communication skills in English, proficiency in Swahili, French or Portuguese a plus.
Associate Director - Monitoring and Evaluation
Location: Nairobi

Responsible for the overall coordination and management of ROADS II project monitoring and evaluation activities, specifically providing technical guidance on design, development and implementation of the project M&E strategy, building capacity of project country teams and partners to strengthen their own M&E systems and plans that are aligned to the overall project M&E strategy.

He/She will provide guidance on information systems for collecting data to measure project implementation and success, quality assurance, documentation and reporting. The position holder will oversee implementation of Strategic Information activities in accordance with guidelines stipulated by USAID and national regulations of countries where ROADS II has interventions.

Key Responsibilities:
  • Provide leadership for developing the strategic approach for monitoring and evaluation of the program.
  • Provide guidance in development/improvement and evaluation of project management information systems, data collection tools and databases and ensure they are aligned with FHI and respective USAID mission requirements.
  • Provide technical guidance and direction to the ROADS II project in developing systematic approaches to improve data quality, recording and reporting, and evaluation to measure improvement, effectiveness, efficiency and reach of project activities.
  • Provide guidance in developing/updating project monitoring and evaluation plan(s) in accordance with USAID/EA and bilateral mission requirements.
  • Provide guidance in operationalization and coordination of implementation of the project monitoring and evaluation plan including the project monitoring plans(s).
  • Develop a systematic approach to identify monitoring and evaluation needs and coordinate capacity building (through mentorship etc) and technical assistance to address the needs.
  • Oversee and where necessary coordinate ROADS II project evaluation and special studies.

  • In liaison with the communication officer and country SI teams coordinate compilation of quarterly, semi and annual reports for the respective USAID missions, other donors and relevant ad hoc program reports.
  • Provide technical support in identifying, documenting and promoting best practices in M&E.
Minimum Requirements:
  • MBA/MA/MS/MPH or a related advanced degree with 7-9 years relevant experience or BA/BS in relevant field with 9-11 years relevant experience in monitoring and evaluation of a large HIV/AIDS program preferably with USAID funded projects.
  • Demonstrated knowledge of evaluation designs for HIV/AIDS/FP/RH/Malaria ad STI programs as well as knowledge in health programs in developing nations.
  • Ability to conduct epidemiologic and social science research.
  • Computer proficiency in MSSuite, including advanced skills in at least two of the following programs: SPSS, Excel, Epi Info, Stata and Ms Access.
Senior Data Manager

Behavior Change Communication Officer

  • Provide technical leadership in development and monitoring of project-specific communications strategy for HIV prevention targeting at-risk and mobile populations.
  • Provide technical leadership in design, development, planning, implementation, and capacity building in behavior change communications for HIV prevention.
  • Participate actively in technical discussions on BCC at national, provincial and local levels with government, nongovernmental and private sector stakeholders.
  • Support the design and development of sub agreements with implementing partners in BCC for HIV prevention and provide on-going monitoring of these activities.
  • Support coordination with other organizations that implement prevention/BCC activities to ensure complementarities of efforts.
  • Manage and maintain consistent ongoing technical level contacts with key stakeholders.
  • Undertake regular and rigorous technical monitoring of all activities in the program.
Minimum Requirements:

RTI Chief of Party, ICT Advisor and Public Health Data Advisor Jobs

1. Chief of Party (COP)

Provide overall management, administrative, financial, and technical leadership and direction to the project.

Successfully collaborate and effectively communicate with key stakeholders and partners, including government officials and health facility personnel. Meet all contractual obligations in close coordination with the client and RTI Home Office, meeting if not exceeding quality expectations.

2. ICT/HMIS Advisor

Key to success will be building the capacity among information systems users at the national, provincial and district levels of government and health facility personnel.

3. Public Health Data Advisor

Provide technical input and oversight to strengthen health data quality, data use, and data dissemination.

Develop the capacity of in-country public health personnel (government officials, health facility personnel, other health information systems users) to provide quality data and analyze information for programmatic and policy development.

Improve and develop methods and systems for information use and dissemination.

Additional positions may be sought for: Finance, Monitoring and evaluation (M&E), Health Information Systems (HIS), Public health data quality and analysis, and/or training and capacity-building.

Desired Qualifications:
  • Qualified candidates will have a higher degree in health, ICT, social sciences, business or a related field.

Competition is to staff one immediate position of Program Registry Clerk on an indeterminate basis and establish a pool of eligible candidates valid for one year.

Summary of Duties: 
  • operates the immigration computer system print operations;
  • maintains issued visitor visa and refused application systems;
  • classifies, attaches, distributes and tracks incoming immigration correspondence;
  • answers telephone requests for information;
  • creates files and attaches documents to relevant files; and
  • performs other related duties.

 
Screening Requirements: 
Education:    
Graduation from a recognized university / diploma in business / secretarial studies OR an acceptable combination of education, training and work experience. 
      Language:  
Fluency in English (written, reading and speaking) is required. 
Experience:  
Recent work experience at the Visa Section at the Canadian High Commission (recent is defined as being within the last two years 2009 and 2010).

School-to-School International (STS) is seeking three Data Entry Agents to enter data for a two-year external impact evaluation of the Kenya Youth Employability Project (YEP). The Data Entry Agents will work under the supervision of the Nairobi-based Evaluation Coordinator and U.S.-based evaluation specialists at STS. Funding for the evaluation comes from the International Youth Foundation (IYF). The YEP interventions are being implemented by the African Centre for Women, Information & Communications Technology (ACWICT).
The evaluation will examine whether a series of interventions have an impact on employability of 700 participating young women from Nairobi. The interventions include training in information communication technology (ICT), life skills, and reproductive health. The training will be followed up by internships and job placement services. In addition to the project participants, another 700 young women will serve as a control group for the evaluation.
The Data Entry Agents will be responsible for entering data that have been collected through quantitative and qualitative procedures (i.e., surveys, interviews, focus groups) from the 1,400 young women in the study. The data will be provided to the Evaluation Coordinator, who in turn will provide data files to analysts in the U.S.
The project will last for two years, starting in January 2011 and finishing in December 2012. The position is part-time, with approximately 17 days of work per surveyor in Year 1 (January to December 2011) and 20 days of work per surveyor in Year 2 (January 2012 to December 2012) according to the following schedule:
Year 1: February-March (4 days); June-July (4 days); October-December (9 days)
Year 2: February (4 days); April (4 days); June (4 days); August (4 days); October (4 days)
The candidate should have some experience in data entry or data collection on evaluations of projects in Kenya. A university degree in an area such economics, sociology, statistics, education, or health is required. In addition to these qualifications, having some of the following skills is required:
  • Prior experience working with evaluation projects;
  • Knowledge of quantitative and qualitative evaluations;
  • Ability to follow instructions and enter data accurately;
  • Ability to work independently and in a team setting;
  • Ability to follow schedules and meet deadlines;
  • Strong facility with the English language;
  • Excellent interpersonal skills.

Internally, these include: Clinical Services and the Microbiology Laboratory; externally, these include staff from Ministry of Health, the Department of Vaccines at the World Health Organization, the study funders (GAVI Alliance and the Pneumococcal ADIP), and representatives of the community and district administration at study sites.

Key Responsibilities:
  • Obtaining user needs, interpreting and articulating cluster requirements to ICT
  • Preparing, updating and documenting systems requirements; overseeing design of data capturing systems and formulation of reports
  • Developing systems, QCs and tools for collecting, entering, editing, cleaning, storing, validation, archiving, retrieving, organizing, and transferring of data; and carrying out data review, validation and report generation of all records generated from the database.

  • Providing a link between ICT and the cluster study teams and data managers

  • VAEIK specific duties include:
  1. planning acquisition of data on vaccine safety outcomes at vaccine clinics and at Kilifi district hospital

  4. Collating data from diverse sources to create analytic tables
