Embu Water Electromechanical Technician, Production Engineer, Audit Clerk, HR Officer, and GIS Assistant Jobs in Kenya


Embu Water and Sanitation Company is a water service provider company fully owned by the Embu Municipal Council and an agent of Tana Water Services Board, mandated to provide water services within Embu Municipality and its environs in Embu County.

The Board of Directors comprises representatives of stakeholders identified by Tana Water Services Board and the Municipal Council of Embu in accordance with the Water Sector Corporate Governance Guidelines issued by the Water Services Regulatory Board.

The Board of the company has vacancies for representatives of the following stakeholders:

3. Audit Clerk

Key Responsibilities:
  • Performing audit checks on petty cash and imp rest payments
  • Performing audit checks and verifying the correctness of all expenses accounts
  • Verifying the computation of the taxes
  • Organizing all the financial data for the audit team
  • Detecting the discrepancies in financial statements, reports and records
  • Verifying the bank deposits and bank payments
  • Verifying the accounts receivables and account payables
  • Verifying the bank reconciliation and other financial records
Minimum Qualifications:
  • Must be a holder of CPA (K).
  • Excellent problem solving and organizational Skills

4. Human Resource Officer II

Key Responsibilities:
  • Assisting in the recruitment and selection process and conducting induction for new staff.
  • Assisting in handling staff grievances in a prompt and conscientious manner while taking heed to the company’s business needs and policies
  • Providing effective guidance and supervision of staff
  • Providing administrative support to the Human Resource Department including, but not limited to, distributing mail, filing, faxing, and copying

5. Geographical Information System (GIS) Assistant

Key Responsibilities:
  • Acquisitioning of cadastral and other plans
  • Scanning, digitalizing and analyzing cadastral data
  • Collecting Geospatial data by GPS or other survey equipment
  • Updating and maintaining the company’s GIS database
  • Carrying out basic surveys for instance sewer/ water pipeline routes, leveling and any other surveys that maybe necessary
  • Advising the management on new trends in GIS that would be useful in the accomplishment of the company’s goals

Minimum Qualifications:

The Board of directors seeks to recruit capable and result oriented individuals to fill the following positions;
 
1. Technical Services Manager

Key responsibilities
  • Reporting directly to the Managing Director.
  • Planning, designing and implementation of water projects.
  • Reviewing and developing production plans and strategies and establishing performance standards
  • Training water production personnel on new policies, procedures and strategies
  • Directing, coordinating, controlling and managing the Company’s operations and maintenance of infrastructure to ensure that water and sewerage services are focused to meet customer needs

2. Surveyor / GIS Expert

Key responsibilities
  • Collect field data, by use of a total station, download data to a form that can be used for plotting maps, and establishment of area
  • Plot field data using CAD/survey software
  • Verify the accuracy of survey data, including measurements and calculations conducted at survey sites
  • Search legal records, survey records, and land titles in order to obtain information about property boundaries in areas to be surveyed
  • Make topographical surveys
  • Mapping of the water supply area using GIS
  • Operating and maintaining the GIS system
  • Training staff on use of GIS system
  • Design work on new project areas
The ideal candidate should have:
  • First degree/HND in Surveying and Photogrammetry
  • Working knowledge of MS Office
  • Ability to use Mapinfo and GIS software and other surveying tools (knowledge of standard land survey software’s will be an added advantage)
  • Ability to use a total station in surveying works
  • Post qualification experience of at least three years.

Feasibility Studies on Wash Project Tharaka Programme Unit
Background

Plan is an international child-centred community development organization without political, religious or governmental affiliations. Child sponsorship is the basic foundation of the organization.

Objective:

Improve access to safe drinking water and sanitation, and improve hygiene practices of 35,000 people in Tharaka.

Scope of work

  1. To conduct hydrological survey for Rock catchment, Water pans/Earth dams, identify high yielding Boreholes for rehabilitation and installation of motorized pump including distribution of the water in Tharaka North and South.
  2. To conduct a feasibility study for the Micro Irrigation project identifying its viability, environmental impact and provide design and BQ’s.

Save the Children - WASH Engineer Job

Save the Children in Kenya works in the North Eastern Province (Dadaab, Wajir and Mandera) with Programmes in Child Protection, Nutrition, Livelihoods and Health.

We are seeking a qualified candidates to fill the position of WASH Engineer to be based in our Mandera office. This is a 4 months fixed term contract.

Job Purpose

Under the supervision of the Area Manager, the WASH Engineer will be directly involved in ensuring that all WASH interventions are implemented in a timely, qualitative manner and as per construction standards.

Key accountabilities
  • Work closely with the WASH Coordinator and WASH Technicians to construct the most appropriate new WASH systems or rehabilitation of existing systems as highlighted in the proposals and WASH assessment reports.
  • Liaise closely with the government line ministries throughout the implementation stages of the WASH activities.
  • Provide technical supervision on WASH activities at the field office and ensure quality technical implementation.
  • Conduct technical WASH assessments and utilizing the findings in activity planning and overall programming.
  • Ensure quality of WASH materials delivered by suppliers is of high standard.
  • Provide support supervision to WASH technicians and the hygiene promotion team to implement high quality WASH interventions.
  • Enhance WASH programme integration with other Save the Children programmes.
  • Facilitate and coordinate WASH trainings to beneficiaries and partners in the field location.
  • Participate as part of the rapid response team in the event of emergency in the Save the Children programme areas.
  • Compile timely and accurate WASH related reports feeding into the area/national monthly and quarterly reports as well as donor reports.
  • In conjunction with the finance department, ensure proper forecasting and follow up of all WASH related budgets at the field office
  • In conjunction with the logistics department, ensure timely delivery of equipment and materials necessary for implementation of WASH interventions.

Person specification

Essential
  • A university degree in Water and Sanitation Engineering or Public health engineering with strong understanding of project management is a mandatory educational requirement.
  • At least two years’ practical experience and demonstrable expertise in construction of water and sanitation systems especially in arid situations in the NGO set up. It is desirable that some of this should have been in emergency relief programmes and/or in ASAL districts
  • Demonstrable experience in development and interpretation of Bills of Quantities, working drawings and civil works supervision.
  • The ability to present concise reports, sometimes at short notice, reflecting the problems and possible solutions for particular situations.
  • Excellent computer skills are a must and understanding of Engineering and GIS software is desirable.
  • Diplomacy, tact and administrative skills in order to work with people at managerial level and government staff.
  • The incumbent should also be at ease in working with local people and have the ability to manage cultural sensitivities.
  • Proven capacity to supervise, train and coach staff and communities on WASH systems.
  • Prepared to live and work in an uncertain security environment
  • Ability and willingness to travel and stay in the field
  • Well-developed interpersonal and team skills and a proven ability to be flexible in demanding situations.
  • Good written and spoken English.

Water and Sanitation Program Officer Job in Kenya

KfW’s financial cooperation follows innovative approaches and provides finance and complementary technical support.

KfW finances substantial investment programmes and accompanying consulting services for the improvement of urban water and sanitation services. 

The current focus is on secondary towns and urban low-income areas. 

On behalf of the German Ministry for Economic Cooperation and Development, KfW is also actively engaged in the policy dialogue in the Kenyan water sector.

Program Officer-Water and Sanitation

The Program Officer, Water and Sanitation supports the KfW Program Manager based in Nairobi in the management of KfW’s water and sanitation portfolio in Kenya. 

You will report to the Director of KfW/DEG Office in Nairobi and coordinate your work with the Program Manager and the sector team at KfW headquarters. 

In particular, you will be expected to:
  • Supervise and monitor ongoing KfW funded programmes including participating in related meetings and field visits, review of project related documents and reports and provide feedback as necessary
  • Monitor major developments in the water and sanitation sector and ensure constant information exchange with KfW Program Manager and HQ.
  • Contribute to the identification and preparation of new projects in the water and sanitation sector.
  • Assist in the review of and summarize relevant sector reports from Kenyan institutions and other Development Partners such as Annual Sector Review and Budgets.
  • Coordinate sector related issues with local partners and other stakeholders.
  • Represent the KfW within sector working group, donor or other technical groups.
  • Contribute to the preparation and organization of KfW missions to Kenya.
  • Assist in the coordination of project-related activities with GIZ.
Requirements:
  • Advanced degree in economics, water, engineering or related field relevant for operational work in the water and sanitation sector and 4+ years of relevant professional experience
  • Experience in Kenya’s water and sanitation sector and knowledge of its institutions and key players.
  • Knowledge of and experience with German financial assistance (in particular KfW procedures), development cooperation and related project preparation and supervision is an advantage.
  • Experience with complex information management and documentation systems is an advantage.
  • Excellent command of English is essential while German language capacity is an advantage
  • Ability and willingness to travel within Kenya, EAC and to Germany.

Summary

This position is responsible for the coordination and overseeing the work of Millennium Water Alliance in Kenya. 

The MWA Director will expand the scope and size of MWA’s influence in water issues in Kenya, advocating for improved integrated water systems with appropriate Kenya government counterparts and key donors.

Essential Duties And Responsibilities


Key Result #1 – Leadership, Coordination and Management
  • Coordinate all MWP activities among the partners (MWA members and other implementing partners). Provide leadership to and coordinate with the partners in Kenya, US and the Netherlands, to ensure successful implementation of grant funded projects won by MWA Kenya. 
  • Manage, supervise, lead, and support the Secretariat Staff. 
  • Obtain quarterly, end-of-program reports, and other required reports from implementing partners: review; request revisions; consolidate all reports into a single report.
Key Result #2 -- Strategy Development and Resource Development
  • In consultation with and under the tacit approval of the MWA Kenya Program Management Group and MWA (US), develop a strategy for MWA in Kenya. 
  • This strategy should be innovative and clear-minded to address WASH issues in areas of the country that suffer from poor access to water and sanitation facilities, poor hygiene and related illnesses, and inequitable distribution of resources related to these. 
  • Directly related to a program strategy, the MWA Director will facilitate the development and implementation of an aggressive resource development.
Key Result #3 – Representation and Advocacy
  • Work closely with the Government of Kenya (Ministry of Water and Irrigation, Education, and other relevant departments) to collaborate and ensure alignment with GOK strategic initiatives. 
  • Initiate and facilitate undertaking of Action Research projects and adaptation of innovative and low cost technology options. 
  • Facilitate the development of strategies for learning, advocacy and communication. 
  • Participate in fora geared toward policy formulation and implementation utilizing the formidable gathering of organizations in MWA Kenya for the purposes of influencing the water, sanitation and hygiene policies of the Kenyan government in favor of the poor communities.
Key Result #4 – Monitoring, Evaluation, and Learning
  • Lead in facilitating joint planning and progress review with partners. 
  • Ensure the exchange of ideas across MWP and facilitate these exchanges. 
  • Strengthen collaboration and linkages between program partners working in water, hygiene, and sanitation with other development sectors and programs in Kenya.
  • In consultation with and under the tacit approval of the MWA Kenya Program Management Group and MWA (US), establish a common monitoring and evaluation system for the program and disseminate important program documents and other technical materials. 
  • Monitor and enhance the partnership using various partnership monitoring, evaluation and learning (MEL) tools. 
  • Initiate and facilitate research to test innovative WASH technologies and make recommendations to PMG. 
Qualifications

  • Educational level:   Masters in environmental studies, development, engineering, public health, or similar field with at least 7 years in design and implementation of programs in development context.  Experience with international NGOs or UN Agencies is an added advantage.   • Computer fluency required (MS Office, web, etc).

Summary

Essential Duties And Responsibilities


Key Result #1 – Leadership, Coordination and Management
  • Coordinate all MWP activities among the partners (MWA members and other implementing partners). Provide leadership to and coordinate with the partners in Kenya, US and the Netherlands, to ensure successful implementation of grant funded projects won by MWA Kenya. 
  • Manage, supervise, lead, and support the Secretariat Staff. 
  • Obtain quarterly, end-of-program reports, and other required reports from implementing partners: review; request revisions; consolidate all reports into a single report.
Key Result #2 -- Strategy Development and Resource Development
  • In consultation with and under the tacit approval of the MWA Kenya Program Management Group and MWA (US), develop a strategy for MWA in Kenya. 
  • This strategy should be innovative and clear-minded to address WASH issues in areas of the country that suffer from poor access to water and sanitation facilities, poor hygiene and related illnesses, and inequitable distribution of resources related to these. 
  • Directly related to a program strategy, the MWA Director will facilitate the development and implementation of an aggressive resource development.
Key Result #3 – Representation and Advocacy
  • Work closely with the Government of Kenya (Ministry of Water and Irrigation, Education, and other relevant departments) to collaborate and ensure alignment with GOK strategic initiatives. 
  • Initiate and facilitate undertaking of Action Research projects and adaptation of innovative and low cost technology options. 
  • Facilitate the development of strategies for learning, advocacy and communication. 
  • Participate in fora geared toward policy formulation and implementation utilizing the formidable gathering of organizations in MWA Kenya for the purposes of influencing the water, sanitation and hygiene policies of the Kenyan government in favor of the poor communities.
Key Result #4 – Monitoring, Evaluation, and Learning
  • Lead in facilitating joint planning and progress review with partners. 
  • Ensure the exchange of ideas across MWP and facilitate these exchanges. 
  • Strengthen collaboration and linkages between program partners working in water, hygiene, and sanitation with other development sectors and programs in Kenya.
  • In consultation with and under the tacit approval of the MWA Kenya Program Management Group and MWA (US), establish a common monitoring and evaluation system for the program and disseminate important program documents and other technical materials. 
  • Monitor and enhance the partnership using various partnership monitoring, evaluation and learning (MEL) tools. 
  • Initiate and facilitate research to test innovative WASH technologies and make recommendations to PMG.

Job Description

Job Objective 


Supervising and overseeing construction and maintenance of water and sanitation facilities including community mobilization and capacity building.

Duties and Responsibilities
  • Responsible for all construction and rehabilitation field sites of water and sanitation projects (e.g. tanks/reservoirs, wells/Boreholes, pipeline systems, Tap stands, latrines and waste disposal facilities.).
  • Control and record construction material deliveries, storage and usage at site including verifying the quantity and quality of material deliveries at the construction sites
  • Responsible for correct recording of all deliveries, usage, losses etc. of all material stocks on site (materials, tools, equipment etc.) and ensuring proper documentation is  provided by the contractor and maintained in the respective office files
  • Responsible for ensuring high quality of work is maintained for the realization of the project objectives by ensuring designs and specifications are followed by the contractors
  • Participation and collaboration with the community leaders to sensitize and mobilize the communities and signing of MOUs and other agreements
  • Conduct regular meetings with the community stakeholders (elders, camp committees) about the advancement of the project.
  • Act as a natural link between the communities and IR in cases of complaints, requests, advice etc.
  • Report all problems or abnormalities of any kind at the construction sites to the WASH officer and/or the field team in a timely manner
  • Training and regular follow up of Water Management Committees (WMC) and sanitation committees
  • Participate in integration activities with Health, education and food programs
  • Ensure regular communication of the state of advancement of work to the WASH team through weekly site reports or updates

Essential Knowledge, Skills and Competencies
  • Degree/Diploma in water/civil or construction engineering or related field
  • 2 to 3 year’s previous experience in emergencies especially in implementing water and sanitation projects, preferably with refugees and/or IDPs.
  • Have substantial experience in construction of water supply and sanitation projects especially borehole drilling/rehabilitation, water piping systems, reservoir construction, elevated tanks, water distribution points, latrines and waste disposal facilities
  • Good knowledge of community dynamics, mobilization and participation
  • Excellent knowledge of public health and public health promotion
  • Ability to work on your own initiative as well as a part of a team
  • Ability to determine the kind of tools, materials and equipment needed to undertake specific construction tasks
  • Knowledge of spoken  English  would be an advantage

Technical Manager
 
The Government of Kenya has received financing from the International Development Association (World Bank) towards a Project Preparation Advance (PPA) for preparation of the Water Security and Climate Resilience Project, and it intends to apply part of the proceeds to payments for consulting services to be procured under this Advance.
 
The PPA will include the following activities: 

1) Preparation of core technical documents including;
 
i) a project implementation manual and; 

ii) an environmental, social and resettlement framework,
 
2) Provision of technical assistance for: 

i) analyzing the water sector’s legal, institutional and operational framework; 

ii) reviewing the water sector knowledge base and analytical tools; 

iii) preparation of economic and financial framework; 

iv) reviewing and enhancing the technical and environmental and social safeguard related documents and; 

v) supporting the management and implementation of the project including procurement and financial management functions, 

3) Carrying out preparatory studies for potential sub-projects, 

4) Strengthening the capacity of the project coordination office through provision of goods required for that purpose including office equipment, supplies and vehicles, 

5) Carrying out training and workshops.

To coordinate and support the implementation of the PPA, the Government of Kenya wishes to hire a Technical Manager for a period of one (1) year.
 
A. Objectives and Scope of Work of the Consultancy
 
The Technical Manager will report to the Permanent Secretary, Ministry of Water and Irrigation, through the Project Manager.
 
The Technical Manager will support the Ministry of Water and Irrigation (MWI) in supervising, coordinating and managing technical activities under the PPA, in particular, by leading a team of water resources/irrigation, environmental, social, economic/financial, and institutional specialists to 

i) develop the Investment Framework (eligibility criteria and preparation guidelines), and 

ii) conduct investment screening, assess investment readiness, and undertake other associated activities. The Technical Manager will be responsible for producing the final deliverables in each of these areas, synthesizing inputs from the team of specialists, and for supporting MWI in the preparation of the Project Implementation Manual (PIM), incorporating among others Manuals on Social and Environmental Safeguards Procedures, and Procurement and Financial Procedures, etc.

Office space will be provided by the project.
 
C. Qualifications and Experience
  • Advanced degree in Engineering/Water Resources, Economics or related field, specializing in development or water-related sub-fields with at least 20 years of directly relevant work experience in the planning, preparation, and supervision of water resources investment projects and programs (including irrigation); 
  • direct experience working in Africa, generally, and Kenya, specifically, would be a distinct advantage while direct experience working on World Bank/IDA financed development projects is strongly desired; and
  • working knowledge of Microsoft Office and other essential software.
D. Remuneration
 
Remuneration will be based on international competitive rates and will reflect the selected candidate’s area of expertise and relevant work experience. 

Consultants not currently based in Kenya are also encouraged to apply; arrangements may be made for remote work with regular travel to Kenya.
 
E. Selection Method
 
Selection of an Individual Consultant will be in accordance with World Bank’s Guidelines for Selection and Employment of Consultants by World Bank Borrowers dated January 2011. 

The selection criteria will be solely based on individual experience and qualifications.
