OSIEA seeks a program officer to lead the crime prevention and criminal justice initiative in Kenya. 

The position reports to the OSIEA Kenya programme manager as well as the directors of OSF’s Confronting Violent Crime Initiative and Human Rights Initiative.
 
Responsibilities
  • Work closely with key stakeholders in Kenya to help develop and implement comprehensive violence prevention and criminal justice transformation strategies.
  • Endeavor to develop linkages among groups working on violence prevention and on criminal justice reform and to connect them to expertise in the field; assist groups to see their work as complementary and to think strategically about potential collaboration.
  • Design grant-making and advocacy strategies to advance the programs: Work closely with grantees to develop their vision for criminal justice reform and violence prevention in Kenya, assist grantees to make clear connections between this vision and the activities they undertake to achieve it solicit and evaluate grant proposals, and follow-up with grantees and potential grantees, supervise related consultancies.
  • Review grant proposals and prepare written grant recommendations and monitor grants through site visits, ongoing conversations and the review of narrative and financial report in order to track impact and evaluate program strategies and projects.
  • Create opportunities for grantees to convene and share strategies; encourage the development of collaborative projects and information sharing, as appropriate.
  • Help grantees to collect data and information from their activities which can be used to bolster advocacy, modify project plans and measure impact.
  • Coordinate and/or attend meetings, conferences; create partnerships and networks both among civil society partners and within the Open Society Foundations to advance program goals.
  • Compile and disseminate information on violence prevention and criminal justice reform best practices as well as the efforts of other donors in these areas.
Qualifications
  • Minimum of five years experience working on violence prevention and/or criminal justice issues
  • Substantive knowledge of Kenya and justice sector reform efforts
  • Experience working with international crime prevention programs, criminal justice reform initiatives, and/or with local and national government agencies a plus
  • Expertise in NGO capacity building and evaluation
  • Extraordinary initiative, creativity and capacity to think strategically
  • Ability to communicate clearly and effectively with a diverse array of people
  • Team spirit and respectful working and decision-making style

Oxfam Project Officer (Echo Consortium), Echo Lanina Project Communications Officer and Urban Coordinator Jobs in Nairobi


Oxfam’s Kenya Programme is a complex programme that incorporates both rapid and slow onset emergencies as well as longer term development and policy work. 

Oxfam Kenya applies a one programme approach which means it has multiple activities that support a holistic approach to humanitarian, development and advocacy for long lasting change in poverty reduction.

Oxfam in Kenya works in the north, principally in Turkana, Dadaab and Wajir, the Nairobi informal settlements and on national level advocacy and coordination issues in multi stakeholder fora. 

To this end, we are seeking to fill the following positions:

Project Officer - Echo Consortium (La Lanina 3)

Reporting to the ASAL Coordinator, the post-holder will ensure proper communication of consortium issues between the Program Management Unit (PMU) the Technical Support Unit (TSU), and the project sites (Wajir and Turkana) as well as develop partnership relations with implementing partners and ensure that the project is implemented in a consultative, participative manner.

S/he will coordinate to ensure the development of project strategy, plans and service agreements between Oxfam, implementing partners and the donor within the overall program framework. 

The incumbent will encourage unique, innovative and experimental solutions to complex problems using judgement to manage risks to the program success as well as ensure that gender is fully taken into account in all aspects of the program implementation.

The Officer, will be expected to manage project learning processes, produce relevant documentation as well as liaise effectively with other implementing organisations and the Regional Pastoral Livelihoods Advocacy Project (REGLAP).
 
S/he will support the partners and Oxfam staff in mainstreaming the project components through humanitarian and developmental projects and programs as well as act as a point person for Oxfam component of the project both internally and externally.
 
To be considered for this role, you will require a degree in Social Sciences or other development related field, a proven record of designing, managing and reporting on complex programmes across dispersed locations and various implementing partners as well as an understanding and experience of working in a Consortium and collaborating with the lead roles (i.e. Water lead) and as a partner.

You will be expected to have an understanding and experience of programming in humanitarian and/or development sector and be familiar with community managed, disaster risk reduction (CMDRR) and have experience in developing and managing complex relationships and teams across a wide variety of actors. 

Experience in managing EC/ECHO funded proposals is desirable as well as an understanding of research methodologies and Monitoring, Evaluation and Learning,

Reporting to the national Campaigns Advisor, the project communication officer will be responsible in consultation with the line manager for the development of a communication plan for the consortium and ensure continuous communication & feedback to communities/beneficiaries. 

The post holder will ensure the development of ECHO La Nina publications including information summaries, annual reports, policy briefs, promotional materials as well as act as the focal point for internal communications work for the Consortium and work in tandem with the Kenya Communications Officer and the Regional Media Officer. 

S/he will be expected to accompany journalists on programme visits where appropriate. 

The incumbent of this position will be expected to develop the capacity of the ECHO Consortium team in relation to media and communications.

The post holder will constantly innovate and pioneer new tools for communicating consortium work and the voices of the beneficiaries as well as support events organization & coverage of ECHO Consortium and partner activities such as campaigns, dissemination forums etc.

To be considered for this role you will have a degree in a relevant field (e.g. Communication, Journalism or Public relations) with proven experience of working in communications, public relations or media as well as demonstrable knowledge of humanitarian/development work and the ability to digest large amounts of complex information and produce clear, well written summaries.
 
You will have excellent English writing skills and working knowledge of Swahili, demonstrable ability to identify and write compelling human-interest stories as well as an ability to present and package information in attractive, accessible formats. 

Tenacity, drive for results and tactfulness are key for this role as well as the ability to juggle large number of projects simultaneously, work to tight deadlines, knowledge of Desk Top Publishing and Multimedia (video, photography and web 2.0)

Urban Coordinator

Covering for a leave of absence, the post holder will provide leadership and direction for the overall urban programme strategy implementation and is expected to ensure the integration of long term development, advocacy as well as humanitarian interventions within the program as well as cross learning between the urban program and other country programs.
 
S/he is expected to play a significant role supporting networking activities with government, private sector, civil society and other special interest groups in the formulation and development of urban poverty programme plans. 

The incumbent will be expected to work with partner organizations to develop proposals and enable them to develop their humanitarian capacity in line with Oxfam’s Humanitarian strategic direction.
 
The post holder will ensure that donor reports and internal reports are of good quality and submitted in a timely manner as well as provide line management to the urban program team.
 
To be considered for this role, you will be expected to possess a degree in Program management, social sciences or other relevant area of study with substantial experience of managing urban development programmes, long-term, multiyear, multi-sector development programming. 

You will be required to have high-level strategic, analytical and conceptual ability coupled with excellent communication & capacity building skills and excellent knowledge and understanding of the causes of urban poverty and a commitment to the poverty eradication.

You will have demonstrated experience of integrating gender and diversity into programme work, Community liaison and development skills with a proven record of financial management – including experience of proposal writing and donor reporting, budgeting. 

An understanding of livelihoods work, public health, and protection is essential.

The KDF is pleased to announce to the general public that there will be a recruitment of General Service Officer (GSO) Cadets and Specialist Officers. 
Prospective candidates wishing to apply must possess the following relevant requirements.

1. Requirements
 
a. Must be Kenyan citizens.
 
b. Age: Between 18 and 26 years old for GSO Cadets and upto 29 years for Specialist Officers.
 
c. Be physically and medically fit in accordance with the KDF standards.
 
d. Have no criminal record.
 
e. Minimum Height: 5 ft 3 in. (5’3”).
 
f. Minimum Weight:
 
(1) Men - 54.55 Kg (120 lb)

Must be registered with the relevant statutory body, where applicable.

Reporting to the National Emergency Coordinator, the Drought Emergency Manager will provide expertise, guidance, and leadership in drought cycle management throughout the stages of response, recovery and in building resilience of communities and households to drought. 

He/she will participate in the design and management of Emergency projects including assessment, planning, monitoring of conditions, evaluation of response activities and also ensure compliance with CARE’s policies and procedures, donor rules and regulations and CARE’s Humanitarian Accountability Framework. 

The incumbent will also mobilize local partners, lead assessments, formulate concepts, write proposals and budgets in the design and planning of activities to scale up and rapidly respond to drought Emergency.

Save the Children (SC) is an international organization with 27 member organizations across the globe. It is united by a common mission and brand but, to some extent, has until now been working independently from country to country and within countries. 

With the decision by all Save the Children organizations to create an International Programmes Unit (IPU) taken in 2010, Save the Children aims to create a stronger voice for children by unifying the operations in all countries. 

This will result in one organisation at the national level in each country and a unified programme delivery
structure for all Save the Children International Members. Save the Children UK, Denmark and Finland unified in Somalia in January 2010 under the name Save the Children in Somalia which will move to the IPU model by the end of 2012. 

After one year of unification and as a result of an active fundraising strategy the programme budget was over GBP 10m covering thematic areas of protection, child survival (which includes health, nutrition and livelihoods), education, and Child Rights Governance.
 
Job Purpose
 
The Emergency Supplies Coordinator is responsible for overall coordination of procurement & transportation of all goods and services for the ongoing humanitarian response of Save the Children Somalia/Somaliland programme. 

S/he must ensure that requests submitted are dealt with in a timely manner following proper procedures for purchasing goods and services. 

This includes tracking all re-occurring and project specific requests, coordinating with a large number of vendors and ensuring that goods are delivered to field offices in a timely manner. 

This requires a highly motivated and detail solution oriented individual who will be able to resolve operational critical challenges as they arise.
 
The Emergency Supplies Coordinator reports to the Head of Logistics and contributes to ensuring that Save the Children’s commitment to improving quality and accountability in humanitarian work is upheld, through reference to the Sphere Charter, Save the Children Minimum Standards and the NGO Code of Conduct, and endeavours to implement sustainable systems and transfer knowledge and skills to existing staff.
 
Key accountabilities
  • Setup an effective supply chain for the emergency programme in close collaboration with Head of Logistics.
  • Oversee and manage all procurement related functions through communication with internal and external staff/offices including HQ Supplies Section, Regional, Finance, outside vendors and suppliers.
  • Manage the procurement processes effectively including Purchase requests, Quotations, Bid analysis, Purchase orders, Tenders in accordance with Save the Children procedures and guidelines.
  • Follow up procurement plans for all grants on a weekly basis and provide updates to all concerned.
  • Maintain list of vendors and transporters that specialize in providing specific goods & services and constantly review the performance of the supply chain.
  • Ensure that there is an efficient supplies tracking and filing system.
  • Produce weekly updates on status of supplies and circulate it to concerned staff/teams.
  • Ensure that staffs are conversant and familiar with the procurement and planning process in support of project and program requirements.
  • Building the capacity of the procurement staff on Save the Children policies and procedures.
  • Lead, manage and motivate a team, ensuring that they have clear objectives and receive meaningful feedback on their performance.
  • Comply with the requirements of Save the Children’s Child Protection Policy to ensure maximum protection for children.
  • Produce a monthly analytical report of quality of procurement process and suggest alternate solutions to improve procurement.
Person specification
 
Essential:
  • Bachelors Degree and Diploma in Procurement/Supply Chain Management or related field in logistics.
  • Minimum 5 years of experience in managing large scale procurements, tenders and in an emergency response setting.
  • Knowledge and experience of dealing with clearing & forwarding agents and transportation of large volume of supplies in and out of Kenya.
  • Ability to work independently, take personal initiative, and multi-task including strong facilitation skills in an ever changing dynamic operational environment
  • Excellent written and spoken English language skills.
  • High computer literacy level with expected proficiency in Word, Excel, PDF and Internet.
  • Strong administrative and organisational skills.
  • Ability to coach others and work in a team environment with experience in conducting training.
  • Excellent interpersonal skills and ability to work effectively in an operational environment.
  • Experience in negotiating service agreements with vendors and suppliers.
  • The capability and willingness to be flexible and accommodating in sometimes difficult and frustrating work situations.

Desirable:
  • Experience of working in an International NGO or a UN agency.

Overall purpose of the Job:

Job content and Key Tasks
  1. Profile HelpAge International through appropriate representation with Donors , Government , Peer Organizations and other key stakeholders
  2. Actively seek and identify funding opportunities and develop proposals with compliance to donor requirements and technical support from different departments and program managers
  3. Preparation and compilation of various documents and reports
  4. Liaise with the M&E Coordinator to ensure accurate data for learning, advocacy work and preparation of reports
  5. Assist the Emergency Program Manager in tracking the status of project implementation in regard to donor compliance, documentation, learning and sharing;
  6. Participate in key humanitarian coordination forums and cluster meetings in order to highlight issues of older people in emergencies.
  7. Actively identify and seize opportunities for influencing policies and strategies.
  8. Keep abreast of best practise developments in the humanitarian and DRR sectors and ensure they are applied in HelpAge emergency response and DRR programmes
  9. Support affiliates and partners in Kenya in relation to emergency response and DRR programmes, establishing systems and procedures and ensuring regular monitoring of programmes, including evaluation and audit missions.
  10. Document experience gained in HelpAge’s emergency and DRR programmes as well as other sources in order to share evidence and learning and disseminate good practise.
  11. Develop collaborative and partnership operations with other operational agencies in order to mainstream response to the needs of older people.
  12. Be involved in the organization of training and other events organized at the EWCARDC;
  13. Participate in the activities of the East, West and Central Africa Regional Development Centre;

Person Specification
  • Essential Bachelor’s Degree in development studies or social sciences. 
  • 5 years’ work experience with preferable with an INGO in a similar role 
  • Demonstrated experience in leadership, strategic management, results based management, staff capacity building, networking, fundraising, design, monitoring and evaluation. 
  • Ability to maintain donor relations through timely and adequate communications.

As our Safety Officer and reporting to the Site Manager you will be responsible for overseeing the implementation and adaptation of all environment, health and safety   policies and procedures making them relevant for use at the plant. 

You will be expected to advice the plant manager on relevant continuous improvement plans regarding environment, health and safety, in order to improve safety and safe operations at the plant.

Furthermore as the Safety Officer you are expected to develop a system of monitoring Lost Time Accident and develop a system of monitoring safety and environmental aspects of the plant. Finally you will be required to develop an efficient security system in the plant capable of handling all eventualities.

Duties and responsibilities:
  • To assist the client/subcontractor(s) in organizing of safety, environmental protection, and occupational health issues at site and to determine and act according to any Wärtsilä, client, and/or local regulations.
  • To prepare site safety, environmental, and occupational health plans according to the local regulations and Wärtsilä directives and to introduce the plans to all parties at site.
  • To investigate any possible accidents and write reports on their findings
  • To maintain contacts with the local safety, environmental and health authorities and act as liaison with these authorities.
  • To co-ordinate safety, environmental and occupational health meetings and reporting procedures as agreed with the client and/or the subcontractors.
  • To highlight the economical safety, environmental and health arrangements for the client and subcontractor(s)
  • To supervise the compliance of safety and health directives as well environmental incident prevention at site at all times
  • To ensure and promote site safety, environmental protection and occupational health at all times and to give feedback to home office and designers.

  • that environmental and safety instructions are followed
  • that Wärtsilä installation instructions are followed

  • each and everyone delivers his time sheet once a month according to the instructions
To carry out this role efficiently you will have a Bachelor of Science degree in Environmental studies or equivalent. 

You will have excellent computer skills, 1- 2 years experience as an environmental Health and Safety Officer, preferably in a plant environment. 

Your communication skills will be excellent as well as your presentation, reporting and analytical skills. 

You should have good interpersonal skills and have demonstrable ability to adapt to changing situations.
