Logistics Officer

Malaria Consortium (MC) is a British registered charity
(www.malariaconsortium.org) specialising in communicable disease
control programmes. In Southern Sudan MC provides support to the
Ministry of Health (MoH) of the Government of South Sudan (GoSS). This
includes high level technical support for the development of policies,
guidelines, and strategies. In the past year we have also begun
implementation of community based programmes focussing on controlling
key childhood illnesses. Our current programmes are focussed on
control of malaria, Neglected Tropical Diseases (NTDs), pneumonia and
diarrhoea. All our programmes have elements of health systems
strengthening (HSS).

The Logistics Officer reports administratively to the Area Coordinator
and technically to the Southern Sudan Logistics Coordinator.
We have two vacancies in our field offices in Aweil and Bentiu.

The successful candidate would be responsible for the following
duties:
Procurement & Supply Chain
• Support the maintenance of a high quality, state-wide procurement
system, which is accountable, transparent and compliant with Malaria
Consortium policy and donor requirements.
• Consult with the Area Coordinator and Southern Sudan Logistics
Coordinator on all logistical matters.
• Research suppliers/vendors for all items needed to be procured in
the field.
• Develop a system for the dispatch, proper storage and maintenance of
all the programme supplies to the field.

Store Management
• Ensure that procured stocks are received, registered, and dispatched
in an efficient and accountable manner, and that items are stored in
accordance with the manufacturer’s recommendation. Particular
attention is to be paid to items requiring cold-chain storage.
• Ensure the appropriate paperwork is fully completed and accurately
filed. This includes store release forms, bin cards and stock cards.
• Ensure that stock checks are carried out periodically and reported
to the Area Coordinator and Logistics Coordinator.

Asset Management
• Support asset and inventory management as directed by the Area
Coordinator and Logistics Coordinator.
• Ensure proper use of and accountability of all office equipment,
supplies and assets in the field.

Fleet Management
• Ensure safe operation of the fleet through assisting with the
supervision of drivers and providing training as required.
• Ensure high quality maintenance to include routine checks and
regular servicing.
• Ensure appropriate use of vehicles by all staff by ensuring all
staff are aware of MC transport and safety policies (e.g. use of
seatbelts, adherence to speed limits).
• Ensure that a steady supply of spare parts is readily available in
the field office.
• Ensure preparation of monthly reports on fuel usage (including
calculation of fuel consumption and maintenance cost for the field
office)
• Ensure a tracking system is in place to monitor monthly consumption
of fuel for vehicles and generators.

Technical
• Support the appropriate selection, installation, use and maintenance
of equipment in Information Technology, Communications, Mechanics &
Electricity, including cold-chain equipment for laboratory supplies.

Security
• Ensure implementation and monitoring of Malaria Consortium’s
security policies, particularly during preparation and implementation
of field activities.
• Ensure that field teams have appropriate communications equipment,
are aware of security plans and contingencies and that their movements
are monitored.

Programme and Field Support
• Work closely with programme staff to ensure that they receive full
logistical support to ensure effective implementation of their
operations.
• Assist in the development and capacity building of field-based staff
through on-job training and support.

Reporting
• Line manager: Area Coordinator with technical support from the
Southern Sudan Logistics Coordinator
• Monthly: write a report on logistical issues and challenges with
suggested plan of action and submit to Area Coordinator and Southern
Sudan Logistics Coordinator.

Person Specification

Essential
1. Minimum 2 years of field experience in a complex logistics setup.
Proven NGO experience in a developing country
2. Experience with local and international procurement
3. Knowledge of stock and warehouse management
4. Experience in personnel management
5. Initiative, leadership skills, works well with a dynamic
international team
6. Excellent written and spoken English
7. Strong computer skills particularly Microsoft Office
8. Requires minimal supervision; creative problem solving

Desirable:
1. Experience working in Southern Sudan, Africa, or another
humanitarian context
2. Advanced degree in a specialisation related to logistics,
engineering, business administration or public health.
3. Knowledge of project management and project cycles
4. Basic bookkeeping knowledge
5. Flexible, patient and resilient and with a sense of humour

Package:
A competitive salary and benefits package will be offered to the
successful candidate.

Contract duration: 12 months (with option of renewal subject to
performance)
