Pharmacist (Pharmaceutical Management & supply Chain)

Purpose of the Job:

The goal of the Pharmaceutical Management and supply chain portfolio is to ensure that LPTFs offer quality pharmaceutical services and HIV/AIDS commodities management. The person shall be employed by CSSC and will work under CSSC administrative guidance. The Pharmacist will be responsible with supply chain, clinical, management and strategic information within the program.

The person will have direct and indirect working relationship with Ministry of Health and Social Welfare; USAID/CDC; Regional and Districts Health Management teams where Hospitals, Health centers offering ART services are located.

Duties and Responsibilities:

Coordinate CSSC's responsibility for supply chain management to ensure distributed HIV/AIDS commodities meet required specifications.

Coordinate trainings of to LPTFs on forecasting, ordering, tracking inventory, and monitoring HIV/AIDS commodities consumptions.

Provide guidance to ensure that procurement of drugs and overall pharmaceutical management procedures follow respective national requirements.

Ensure that logistical management systems envisioned will be adapted to existing Tanzania national infrastructure.

Spearhead the set up and strengthening of key lab reagents and supplies pipeline system that is efficient and effective;

Collect, synthesize and transmit data & information related to HIV I AIDS commodities.

Work to develop, strengthen and integrate HIV/AIDS commodities supply system with LPTF overall pharmaceutical management systems.

Maintain documentation of all work and decision making processes under CSSC pharmaceutical management portfolio at a country level.

Mentoring LPTFs on Good Pharmacy practice, adherence, Good dispensing practice, Pharmacovigilance and Rational drug use.

Lead CSSC on Pharmacovigilance implementation (in partnership with TFDA and MSH)

To collaborate with Country ART Programs in pharmaceutical management and capacity building for individual local treatment facilities.

Liaise and collaborate with the MoHSW and other organizations engaged on Supply Chain Management to assist and strengthen both faith based and public health facility's pharmaceutical science delivery.

Represent CSSC on all pharmaceutical and supply chain issues and interact with the professional bodies on Regulatory and Legal requirements such as TFDA, PSU and Diagnostic unit at the MoHSW etc.

Facilitates and coordinates in collaboration with other stakeholders all issues related to pharmaceutical supply chain management for the local partner treatment facilities

Other Duties as will be assigned by the Supervisor and or Director of the Commission.

Supervisory Role(s)

The Pharmaceutical Management and Supply Chain Officer (Pharmacist) will directly supervise PMTCT short term field technical officers (pharmaceutical management) and pharmaceutical management and supply chain personnel Supervise and coordinate all activities of the regionalJDistrict pharmaceutical management resource personnel in collaboration with the regional and District pharmacists of respective regions/Districts.

Qualifications and experience:

Bachelor degree in Pharmacy with at least 3 years of experience in relevant fields. Experience using computer applications including word processing, spreadsheets, Power point presentations and pharmacy information systems required.

Knowledge/Skills:

Thorough knowledge of national laws and regulations governing pharmacy services; , proficient in the use and application of new medications and technology; effective verbal and written communication skills are required; ability to effectively participate on an interdisciplinary team or committee; knowledge of pharmacokinetics and pharmacotherapeutics; problem solving ability and analytical thinking preferred. Knowledge on health commodities management and supply chain management is important. Other important qualities include;

Trainer skills on NACP pharmacy module database and trainer skills on MSH dispensing database

Knowledge on laboratory commodity supply chain management including equipment and supplies contracts management

National ToT on logistics management for HIV/AIDS cominodities

Three years supportive supervision and mentorship experience to the health facilities providing ART services

Working Conditions

This job involves traveling, at least 60% of time will be spent outside Dar-es-salaam and this will include extensive travel to remote areas of Tang a, Mwanza, Manyara and Mara regions.
