Aphia Plus Project Jobs

FH/Kenya (Food for the Hungry), a Christian Relief and Development NGO seek to recruit for the following positions under APHIA Plus Project: 
BACKGROUND INFORMATION 
FH Kenya has partnered with APHIA plus Northern Arid Lands Zone Project which is funded by USAID, PEPFAR funding. APHIA plus main objective is improved health outcomes and impact through sustainable country-led programs and partnerships.
 
             TITLE:  Service Delivery Specialist
REPORTS TO:  Deputy Project Director
LOCATION:  Isiolo
CLOSING DATE: 15TH February, 2011 
CONTRACT PERIOD: 14 months with a possibility of extension

SUMMARY:

The Service Delivery Specialist (SDS) will provide and mobilize technical assistance to support development of health providers managing and implementing program-relevant HIV, MCH and RH/FP services at the provincial, district and community level. S/he will manage activities to increase the sustainability of and improve health services within the public, non-profit and private sectors. The SDS will identify and apply best practices and ensure the intersection of human capacity, systems development, and local context. S/he will have responsibility for mobilizing the public, non-profit and private sectors to expand the availability of quality HIV, MCH and RH/FP services and products. In collaboration with other team members, s/he will be responsible for the design, and management of partnerships between the non-health sectors working in the province to increase the availability of HIV/AIDS services. Activities encompass systems management including planning, information management, supply management, and financing. The Coordinator will provide and/or mobilize technical assistance to ensure in-depth technical expertise in these areas. S/he will also collaborate with the local government and NGOs/CBOS.


 
RESPONSIBILITIES: 
  1. Provide technical advice and support to health workers (doctors, clinical officers, nurses, counselors and laboratory staff) on all aspects of HIV services in order to ensure that patients receive the full package of prevention, treatment and care in accordance with GOK and PEPFAR guidelines.
  2. Provides technical expertise in identifying and applying best practices and ensuring high quality implementation of HIV & AIDS services and systems at the provincial, district and community level.
  3. In close collaboration with key stakeholders, support local leadership at all levels to develop “best practitioners” that will champion HIV/AIDS interventions as appropriate to the local context.
  4. Collaborates closely with key government officials, NGO/CBO and managers as part of the development of provincial program strategies to develop mechanisms that assure sustainability in delivery of quality HIV/AIDS panning service delivery.
  5. Work with HIV/AIDS program staff in the province to ensure that adequate systems exist to gather data and local capacity is developed to prepare and regularly review programs and logistics systems.
  6. Help NGO/CBO organizations secure resources for and implement measures to enhance HIV/AIDS drug distribution systems. 
  7. Maintain strong links with MSH and ESD technical staff to leverage corporate competencies and incorporate them into the program as appropriate.
  8. Performs other related activities as deemed necessary and appropriate by the Deputy Project Director or Project Director.
 
   QUALIFICATIONS:
  1. Education: Medical Doctor, MPH or BSc Nursing degree
  2. Training and at least 5 years experience in HIV and AIDS clinical management as well as MCH programming.
  3. Demonstrated experience in development of programs addressing management capacity and sustainability of programs.
  4. Familiarity with the intricacies and nuances of health care delivery and experience in health care service delivery in Kenya.
  5. Demonstrated leadership in working and collaborating with other technical professionals, experts, and national staff from the public sector and NGO/CBOs.
  6. Fluency in English and Swahili required.
 
 
 
TITLE:   District Facility Coordinators
REPORTS TO:   Service Delivery Specialist
LOCATION:  Isiolo
CLOSING DATE: 15h February, 2011
CONTRACT PERIOD: 14 months with a possibility of extension  
OVERALL RESPONSIBLITIES: The District Facility Coordinator is responsible for overseeing technical assistance provided by the project in the area of service delivery, both facility-based and outreach, public, non-profit and private sectors.  
SPECIFIC RESPONSIBILITIES  
    1. Provide technical advice and support to health workers on all aspects of HIV, MCH, FP/RH services in order to ensure that clients receive the full package of prevention, treatment, care, and support in accordance with Government of Kenya (GOK) standards.
    2.  Facilitate continuing medical education in project-relevant areas for all health staff (including community health workers) providing services in the district.
    3.  Advise and facilitate the development of patient flow systems to ensure that all patients are not lost for follow-up.
    4.  Strengthen systems and procedures for patient referrals.  Facilitate implementation and monitoring to ensure that the referral system is working smoothly.
    5.  Work closely with counterparts to ensure that necessary commodities, supplies, and medicines are available at facilities.   
    6.  Ensure District Health Records Information Officers have the tools and capacity to provide data for decision making in accordance with the national Health Management Information System.
    7.  Ensure and facilitate the inclusion of relevant service delivery activities and data in annual and quarterly work plans and reports. 
QUALIFICATIONS 
  1. Education: M.B. CH. B. or equivalent or BSc Nursing degree.
  2. Training and at least 5 years experience in HIV, MCH, RH/FP.
  3. Proven ability to build strong relationships, work well as part of a team and facilitate the achievement of results.
  4. Computer skills in word processing and spreadsheets.
  5. Willingness to be based at the districts of operation.
  6. Fluency in English and Swahili.
 
 
 
 
JOB TITLE: OVC/CHBC Coordinator
REPORTS TO: OVC/CHBC Manager
LOCATION:  SAMBURU 
CLOSING DATE:  15TH FEBRUARY, 2011 
CONTRACT PERIOD:  14 Months with a possibility of extension
  1. JOB SUMMARY:
    The OVC/CHBC Coordinator has primary responsibility for general oversight of all technical assistance in the development of OVC and Community and Home-Based Care strategies, and interventions in specific districts in accordance with GOK policies and guidelines.   
  1. SPECIFIC RESPONSIBILITIES:
    1. Participate in program design and initiation process.  This includes assessments, program plans and designs, setting up of systems and structures and community mobilization.
    2. Provide technical support to community, government and non-governmental organizations dealing with OVC and CHBC within the district.
    3. Fully responsible for assessments, planning and implementation of program components as assigned.
    4. Provide technical guidance for planning, implementing, monitoring and evaluating program activities for the accomplishment of project objectives in relation to OVC and CHBC activities.
    5. Monitor progress to ensure that programmatic standards, goals and objectives are achieved and maintained by all the partners within the district.
    6. Manage close collaborative relationships with relevant government ministries, particularly at the district  level.
    7. Compile monthly, quarterly and annual progress report sections dealing with OVC and CHBC in the district, by use of reports supported by local implementing partners.
    8. Other responsibilities as assigned by the supervisor.
  1. QUALIFICATIONS:
    1. Minimum of diploma in community work, public health, social work or equivalent.
    2. Proven field-based knowledge and experience in OVC, CHBC and related program areas.
    3. At least five (5) years of NGO project/program related implementation.
    4. Understanding of OVC and CHBC programming issues, particularly USAID approaches, and knowledge of networks for similar programs in the sub-region.
    5. Strong written and verbal communication skills both in English and Kiswahili.
    6. Team player; ability to work with minimum supervision.
 
 
 
JOB TITLE:  District Community Coordinator 
REPORTS TO:  Outreach Programmes Specialist
        LOCATION: Isiolo
CLOSING DATE: 15th February, 2011
CONTRACT PERIOD: 14 months with a possibility of extension

SUMMARY:

The District Community Coordinator has primary responsibility for, and general oversight of, day-to-day community-level activities of the project.  The District Community Coordinator takes the lead in strengthening the capacity of communities to identify and address pressing needs, particularly those related to MCH/FP and HIV/AIDS.   A major emphasis of the position is to foster and strengthen linkages between communities and the health facilities that serve them. 
 
RESPONSIBILITIES:
  1. Liaise with local partners, strengthening their capacity for engaging communities in a process of dialogue, negotiation and planning for improved health.
  2. Create or strengthen linkages between communities and health facilities.
  3. Develop linkages and provide support to marginalized and hard-to-reach groups, including youth and women.
  4. Coordinate and facilitate community-level trainings.
  5. Facilitate the collection of community-level data and reporting on same.
  6. Initiate and nurture partnerships with new and existing stakeholders/partners
  7. Manage close collaborative relationships with personnel in relevant government Ministries, particularly at the district level.
  8. Provide liaison and technical assistance to project partners, including international, national and local NGOs and CBOs; religious and traditional leaders.
  9. Represent the project in district-level meetings and forums.
  10. Lead the preparation of sections of quarterly and annual progress reports dealing with community activities.
  11. Other responsibilities as assigned by the supervisor.

QUALIFICATIONS:

  • Minimum of diploma in social sciences
  • 5-7 years of experience in public health, community development and/or youth/OVCs
  • Leadership and management skills
  • Excellent communication and interpersonal skills, a team player
  • Ability and willingness to travel extensively in upper Eastern province
  • Fluency in English, Swahili and relevant local dialects.
