The Logistics and ICT officer is primarily responsible for the efficiency and effectiveness of the logistics, communications and information technology component of the WCH South Sudan country office and field offices, with the direct responsibility of performing the following:
- Tasks and responsibilities
LOGISTICS
Procurement, assets and Supply- Lead procurement plans for the field offices and country office.
- Assess regular supply needs and submit requests to ensure timely delivery of requirements and monitoring of appropriate use in accordance with the WCH procurement policy.
- Manage supplies and ensure basic distribution, tracking and stock controls are in place and effectively used, reaching end users in an efficient, accountable and cost-effective manner in accordance with the WCH supplies management procedures.
- Receive, verify and consolidate monthly supplies reports, in accordance with the WCH supplies management procedure.
- Responsible for maintaining WCH South Sudan assets inventory and equipment register.
- Manage WCH country office and Juba Field location drivers in accordance with the WCH vehicle management and driving procedures.
- Manage the vehicle log books, fuel logs and vehicle maintenance.
- Coordinate WCH offices transport planning and use.
- Receive, verify and consolidate the monthly vehicle logs summary and maintenance reports of the field locations and country office.
- Manage and coordinate the maintenance and repair of the vehicles fleet in cooperation with the field finance and admin assistants, field location managers and Country office admin and finance coordinator.
- Responsible for organizing flights and travel bookings as requested.
- Keep record of staff visa, work permits and travel permits validity, and start process of renewal in a timely manner.
- Act as a liaison person with the Government of South Sudan on issues relating to staff visa, work permits and travel permits
- Facilitate the accommodation arrangements for visiting missions and staff members.
- Manage the office communication equipment and setup as per the communication procedures.
- Responsible for ensuring all office communication equipment (Thuraya satellite phones, Radios and Mobile Phones) are working at all times.
- Provide timely ICT support to all staff.
- Direct LAN and Internet functionality and continuously monitor the system and recommend necessary improvements.
- Train WCH staff on how to organize their electronic data and to better maintain their PCs.
- Responsible for monthly back-up of all computer files.
- Ensure WCH office and PCs are virus free environment.
- Manager the office ICT equipments maintenance.
- Monitor proper utilization of the ICT equipment (including electricity generators) and resources in accordance to the ICT policy.
- Assist the Operations Support Manager and Administration and Finance Coordinator in updating and implementing the WCH ICT and different Logistics related policies.
- Ensure and manage;
- That all WCH staffs adhere to the WCH South Sudan security plan
- WCH facilities confirm with the facilities security policy.
- The Security guards time table is in place.
- Any security incidents are immediately brought to the attention of the security focal point and management team.
- Conduct nightly radio checks with all WCH international staff.
- All travels between field locations and country office are in accordance with the WCH security plan.
Perform any other assignments reasonably associated with but not listed in this Job Description as and when assigned by the AFC, OSM, FLM or the Country Director.

- Competencies
Required skills & Qualifications
- Minimum three years of practical experience in relevant field, with hands on in involvement and knowledge of logistics and ICT.
- Bachelor’s degree from a recognised university in ICT, Logistics or related field.
- Significant and demonstrable technical knowledge across the following technical logistics disciplines:
- Supply Chain Management
- Information Communications & Technology
- Mechanics
- Energy & Electricity
- Good experience of implementing security guidelines
- Good experience of leading and driving the development of logistics units.
Desirable skills
- Knowledge of automated fleet management system.
- Ability to effectively present information and respond appropriately to questions from senior managers in the field, Country office, Central Government and Local Authorities.
Required attitudes
- Good, proven experience of training and developing staff
- Experience of a flexible approach to managing and prioritising a high workload and multiple tasks in a fast paced environment with tight deadlines.
- Experience of proactively identifying and addressing issues
- Ability to work with a high degree of professionalism.
- Special working conditions
The role is based at the WCH’S Country Office in Juba. However, extensive travel will be required - (50%).
