SummaryWorking under direct supervision of the Director for Immigration office, the IT Consultant will be responsible for assisting immigration officers on a wide-range of issues associated with development and implementation of the equipment installation and IT training component for PIRS (Personal Identification and Registration System).


Background InformationMoI
The Ministry of Interior is in the process of developing a reviewed vision, strategic and operational plan that is needed to enhance the local governance and districts necessary for development and improved public sector institution. These will require expertise in organizational development and policy formulation, implementation strategies and both human and financial resources.


Activities / Key Results Expected
  • To do a technical assessment and installation of Personal identification and registration system PIRS.  
  • To install and maintain PIRS-related equipment and peripherals for immigration offices and undertake the necessary maintenance of the same;
  • Carry out support activities (Help-desk support and Hardware support) on the PIRS and training of the immigration staff at port of entry and at the immigration Head quarters;
  • Ensure that the local area network and the connection to the internet operate at optimum levels in all the workstations;
  • Undertake data backup and facilitate installation and running of data Recovery Programs;
  • Advise Ministry of Immigration and IOM on any arising needs for infrastructure development, trainings and staffing;
  • Provide support services and administrative assistance for MIO in computerizing the border management system ;
  • Assist in developing strategies for building capacity of Ministry of Immigration in the I.T. aspect of PIRS.  
  • Develop and submit a monthly report to MOI & IOM on his/her activities  and outcomes as IT Consultant
  • Perform such other related duties as maybe assigned by the PM and COM

  • Activity based reports.
  • Strategic Plan and Operational Document Developed
  • Capacity Development plan for Ministry of Interior/District Councils on a wide-range of issues associated with development and implementation of the equipment installation and IT training component for PIRS (Personal Identification and Registration System).


QUESTS-MIDA Requirements
  1. Transfer of skills: one of the main responsibilities of qualified Somali expatriate, and one which he/she will measured against, will be to insure continuous and systematic transfer of knowledge and skills related to the assignment, it will have to be agreed with the beneficiary institution, which civil servants will have to benefit from this knowledge.
  2. Work plan: a work plan will have to be developed with the supervisor during the first week of assignment, which will provide clear and time bound activities to successfully implement the outputs of the assignment. This work plan will be shared with the QUESTS-MIDA project assistant. The work plan can be revised during the mid-term review to reflect new developments or changes in strategy.
  3. Mid-term review: there will be mid-term review of the assignment between the incumbent to the beneficiary institution to discus progress of the assignment and feedback on performance
  4. Interim and final reports: a progress report will be submitted by the incumbent to the supervisor and to the QUESTS-MIDA project assistant after two and four months respectively. Thereafter a final report will be provided at the end of the assignment.


Qualifications
  • University degree in Computer Engineering, systems, Science, information Technology, and Communication,  or relevant fields;
  • Proficient in Microsoft Windows ( 98, 2000, Me and XP ) & Microsoft Office
  • Good knowledge in computer Software such as( Norton System Works, Adobe Acrobat  )
  • Knowledge of LAN, WAN implementing issues, wireless LAN.
  • Good knowledge of computer architecture, hardware maintenance, computer assembling, desktops, and notebooks, and all types of peripheral devices.
  • Skills in Internet connection and services, dial up connections and configuration.
  • Excellent conceptualizing skills and strong ability to take initiatives to solve challenges;
  • Experienced in windows 2000 server network infrastructure planning, installation and administration.
  • Excellent understanding of Somalia political context;
  • Excellent communication, written and verbal skills both in English and Somali language;
  • Ability to work under minimum supervision;
  • Personal commitment, efficiency and flexibility; excellent interpersonal skills;
  • Ability to work under pressure


SalaryUnder the direction of the SIDP and in consultation with the beneficiary institution, it has been determined that the salary level for this position be the following:
(This will be determined by QUESTS-MIDA based on qualifications (VI) and level of the assignment (X).


Security and Insurance ModalitiesHealth insurance, including evacuation due to medical emergency, will be provided by the project. However, experts will be requested to provide a recent medical certificate stating that they are physically well and apt to work in a hardship area in Africa.
Please note that neither IOM nor UNDP,  according to the contract, will be responsible for the security of the qualified Somali expatriates. The host beneficiary institution will be responsible for the security of the individual.
Before leaving the country of residence and upon arrival in Nairobi or in Somalia, the qualified Somali expatriate will receive a pre-departure briefing including security advice and cultural background.
