1.0      Introduction

The Tanzania Education and Research Network (TERNET) is an association of higher learning and training institutions in Tanzania, both public and private.  TERNET was formally registered as a trust on 11th April, 2008 and on 18th April, 2008 it became member of UBUNTUNET Alliance, a regional body in East and Southern Africa working to improve  Internet connectivity for the research and education sector.  TERNET was established to facilitate collaboration between member institutions, as well as access to national and international information resources as a consortium.

Currently, TERNET members are being connected to the Network Operations Centre (NOC) at the Tanzania Commission for Science and Technology (COSTECH). To meet the growing customer demand as well as to strive in providing good experience, TERNET is hiring two network personnels: a network administrator and technician. 

2.0      Network Administrator

2.1    Job Description

Management of TERNET connectivity, mainly overseeing the operation of the Network Operations Centre (NOC) and delivery of network services to TERNET member institutions. He/she shall be responsible for the provisioning of network services and the related technical support including ensuring services availability and quality. He/she will also be responsible for providing technical advice to member institutions in order to support their efforts to connect to the NOC.

2.2    Location

The Network Administrator will be based at the Tanzania Commission for  Science and Technology (COSTECH), Kijitonyama [Ali Hassan Mwinyi Road], within the Network Operation Centre (NOC).

2.3    Reporting Structure

The Network Administrator will report to the Executive Secretary.

2.4    Terms and conditions of appointment

The post is available with immediate effect for a duration of 2-year renewable contract. Salary is negotiable.

2.5    Key Responsibilities

a)      Network technical adviser to TERNET secretariat and members.
b)      Provides technical direction for the development, design, and implementation of TERNET infrastructure and services.
c)      Applies significant knowledge of developments to improve service to TERNET members.
d)      Setting standards of performance with respect to service delivery and technical support.
e)      To ensure that there is a reliable quality assurance programme to cover critical operational areas.
f)       Ensure reliable network services to member institutions.
g)      Assist the Executive Secretary in the planning of activities and setting performance targets.
h)     Regularly review TERNET technical targets and propose corrective measures when necessary.
i)       Assist in setting up necessary policies and operational procedures and ensuring that they are properly observed by TERNET staff, members, and customers.
j)        Prepare and/or participate in various TERNET meetings  when required.
k)     Pro-actively look for ways to better apply technology to the TERNET primary mission.
l)       Co-ordinate services and ensures smooth flow of information between TERNET and its members.
m)   Suggests alternative technical solutions to meet members and customers’ requirements more efficiently, and/or with greater reusability, and / or longer life.
n)     Creates and executes TERNET development plans to achieve stated/agreed targets and standards for financial performance, quality, culture and adherence to the rules, regulations and laws.
o)      Keeps Executive Secretary well informed of status of development effort. Also, liaise between TERNET technical committee and Executive Secretary and/or members across multiple projects.
p)      Participates in all programs relating to performance evaluations and career development planning.
q)      Mentors technical staff and teams through formal and informal channels.
r)       Assesses training needs and selects training tools for team members.
s)       Reviews the status reports of team members and addresses issues as appropriate.
t)       Maintain and promote TERNET trust culture, values, norms and reputation in its markets and with all staff, customers, suppliers, partners and regulatory/official bodies.
u)     Report to TERNET ES plans and performance.
v)      Responsible for effective and efficient maintenance and utilization of TERNET facilities and infrastructure.
w)    To prepare technical reports on all TERNET technical activities.
x)      Assist to follow up payment of any bills for technical services from clients in collaboration with the TERNET Accountant.
y)      Perform any other duties as assigned by superiors

2.6    Required Technical Expertise and Qualifications

1.   Education: Bachelor’s Degree in Computer Science, Information Technology, Electronics or similar with at least 3 years experience in Computer Networks management.
2.   Systems: Windows, Cisco Systems, UNIX, Linux, Novell
3.   Networking: Switches, Routers, Hubs, Servers, Cables, Racks, Firewalls, LAN, WAN, TCP/IP, DNS, UDP, Latency, VoIP, QoS, EIGRP, BGP, OSPF, NHRP, ATM, PPP, MPLS
4.   Certifications in MCSE, CCNA, CCNP, CCIE, CNE and project management skills will be an added advantage   
5.   Strong communication skills, ability to work independently as well as ability to supervise others

3.0      Network Technician

3.1    Job Description

To support the stable operation of the Network Operations Centre, including the in-house computer network and the WAN (point to point links to the institutions). This includes designing, installing, configuring, maintaining, and optimizing all network hardware, software, and communication links while ensuring minimal network downtime. The person will also diagnose, resolve, and document hardware and software network problems in a timely and accurate manner, and provide end user training and support where required.

3.2    Location

The Network Technician will be based at the Tanzania Commission for  Science and Technology (COSTECH), Kijitonyama [Ali Hassan Mwinyi Road], within the Network Operation Centre (NOC).

3.3    Reporting Structure

The Technician will report to the Network Administrator.

3.4    Terms and conditions of appointment

The post is available with immediate effect  for a duration of 2-year renewable contract. Salary is negotiable.

3.5    Roles and  Responsibilities

(a)  Provides technical support related to the networks.
(b)  Maintenance and repair of all TERNET links.
(c)   Participates in designing and installation of networks and related accessories and equipment.
(d)  Maintenance and repair of active equipments.
(e)  Troubleshooting all network related problems.
(f)    Documentation of network resources.
(g)  Ensures that network documentation is taking place in accordance to TERNET ICT security policy and procedures.
(h)  Ensures that all cabinets which house routers, modems and switches are secured by locking/grilling and keeping keys for cabinets in safe places.
(i)    Ensures that TERNET offices have in place power backup items e.g. generators and UPS are working properly.
(j)    Enforcing ICT security policy and procedures
(k)  Overseeing the implementation and maintenance of the LAN, MAN and WAN based systems and resolving basic network stability and connectivity problems
(l)    Performing systems backups
(m)            Evaluating new hardware, software and related equipment for functionality and fitting to the current operating environment.
(n)  Organising and maintaining an inventory of ICT equipment required by  TERNET.
(o)  Ensuring installation and configuration of ICT equipment with the TERNET recommended operating system.
(p)  Perform any other duties as assigned by superiors

3.6    Qualifications

A Diploma in Computer Science, Management Information Systems or electronics with at least 2 years working  experience. Strong communication skills and ability to work independently.
