Church World Service/Overseas Processing Entity (CWS/OPE) operates a US refugee resettlement program in sub-Saharan Africa through a Cooperative Agreement with the United States Department of State/Bureau of Population, Refugees and Migration. (DOS/BPRM). CWS/OPE is responsible for the preparation of refugee case files for adjudication by United States Citizenship and Immigration Services (USCIS) officers, as well as the out-processing and cultural orientation of all refugees approved for resettlement. CWS/OPE is administered by Church World Service and is based in Nairobi, Kenya.
SUMMARY:
This position assists with the daily expenditure management and maintenance of the CWS/ OPE Nairobi financial records, in accordance with the guidelines of DOS/PRM and CWS/OPE policy and procedures.
DUTIES AND RESPONSIBILITIES:
1. Assists in the preparation of the monthly financial reports on cash basis using fund accounting principles:
· Year-To-Date, monthly detailed and summary expenses
· Bank reconciliations – Dollar and Shilling, prepared on current month basis
· Fund Accountability Statement (FAS)
· Electronic Funds Transfer request
· Reconciliation of foreign exchange and other differences in the FAS (on monthly and annual basis)
2. Administers, disburses and replenishes the Shilling and Dollar petty cash funds.
3. Does data entry of check and petty cash payments into the automated accounting system.
4. Does data entry into the accounts receivable module and distributes quarterly debtors’ statements to staff.
5. Receives refunds of unused travel cash advances and any other cash and check refunds, and ensures regular and timely banking of all refunds received.
6. Monitors bank balances and funds transfers from CWS Headquarters office via the automated, electronic funds transfer (EFT) system and disseminates this information to management.
7. Distributes on a monthly basis all telephone call records per extension from the “Tele-check” billing system and prepares any other staff billing as needed.
8. Follows sound accounting procedures and practices in conformity with GAAP, IAS and OMB circulars to ensure accuracy and transparency on the use of US Government’s funds.
9. Undertakes all duties as may be assigned by supervisors in order to improve on internal controls and financial operations for the overall achievement of the organizations goals and objectives.
REQUIREMENTS:
§ Either Bachelor of Commerce, Accounting option or CPA Part II Pass with 2 year’s relevant experience; or CPA I with a minimum of 5 years’ relevant experience in the Non-Governmental sector.
§ Knowledge and experience in using Excel spreadsheets and Great Plains Dynamics or similar accounting software
§ Knowledgeable in fund and accrual accounting principles
§ Strong written and verbal communication skills in English
§ Ability to maintain the confidentiality and integrity of accounts and budget information
§ Ability to work as a member of a team in a multi-cultural environment
§ Ability to work independently and contribute to overall operations at management level
§ Ability to manage a large and diverse workload under pressure with competing priorities
§ Ability to maintain a high performance standard with attention to details
§ Ability to follow instructions from the Supervisor with a positive and receptive attitude
§ Ability to conduct oneself in a professional and courteous manner to represent the best interests of the JVA and CWS/IRP
