National Coordinator, FAWE-Southern Sudan

Position Title: National Coordinator, FAWE-Southern Sudan 
        Purpose: To coordinate and implement FAWE-Southern Sudan activities in line with FAWE strategic objectives 
Reporting to: The Executive Committee, FAWE-Southern Sudan (FAWE-SS)
 

Background to FAWE-Southern Sudan 
FAWE is the main UN Partner for Gender Parity in Education, and operates through national chapters ran by the nationals of the country in each Sub-Saharan African Country.   
The Ministry of Education, Science and Technology, Government of Southern Sudan (MOEST-GOSS) recognizes that a strategic partnership with the Forum for Africa Women Educationalists (FAWE), is one of the key strategies to invoke, and thus, with the support of UNICEF, has supported the registration of a FAWE Chapter for Southern Sudan (FAWE-Southern Sudan).  FAWE-SS was officially registered in May 2008, and with the support of FAWE Regional Headquarters and UNICEF, is in the process of establishing its strategic plan. 
The MOE-GOSS recognizes FAWE-SS as a strategic partner in the education transformation process in Southern Sudan, particularly in the promotion of Gender parity in Education.  This will give Southern Sudan the opportunity to lead its own Gender parity in Education agenda, while borrowing from the experiences of other African countries and networking with other FAWE Chapters. 
Key Duties and Responsibilities 
Overriding goal
Strengthening FAWE-SS’s ability to coordinate and implement promotion and advocacy of girls’ education activities in line with FAWE strategic objectives. 
Expected Outcomes
FAWE-SS is championing and leading girls’ education and women’s empowerment through Education in Southern Sudan. 
Scope of Duties and Responsibilities
The FAWE-SS National Coordinator will develop the FAWE-SS Strategic Work Programme and budget and ensure coordinated implementation, monitoring and reporting on the below programmes:-
Policy Advocacy
  • Forge partnership with MOEST-GOSS and other line ministries and ensure that FAWE-SS is part of the national education system process
  • Forge partnerships and networks with UN Partners, NGOs and educational institutions nationally and regionally in order to advance girls’ education.
  • Keep abreast with research findings on existing gender and education practices for advocacy.
Replication & Scaling Up Interventions
  • To undertake demonstrative interventions to create access, retention and performance in girls’ education
  • Undertake interventions to demonstrate what works for girls’ education. This will involve project planning, implementation, monitoring and evaluation
  • Documenting and dissemination FAWE-SS’s and other girls’ best practices in education.
  • Initiate policy dialogue to influence the replication and mainstreaming of the best practices into the national education system
Community Advocacy
  • Lobby and advocate on policy matters at national and community level in order to sensitise the community and policy makers on girls’ education.
  • Design and implement an effective advocacy strategy to maintain links with the community and for wide distribution of advocacy materials through different media.
  • Develop an effective FAWE-SS membership recruitment strategy and enhance members’ active involvement and participation in chapter activities.
  • As secretary to the Executive Committee of FAWE-SS, regularly convene statutory meetings as stipulated in the FAWE-SS constitution and keep accurate records of the proceedings.
National Chapter Capacity Building
  • Establish and ensure a functional secretariat for FAWE-SS. This includes:
  • Securing office space and equipment.
  • Put in place and review administrative, human resources and financial systems and policies
  • Source for technical support and resource persons to support the Chapter on various topics that are pertinent to girls’ education.
  • Manage the FAWE-SS resources and assets according to the laid down policies and procedures
  • Staffing, supervising and annually evaluating the performance of FAWE-SS staff for effective implementation of programmes.
    • Organising capacity building interventions for FAWE-SS
Monitoring and Evaluation
    • Develop and maintain systems for monitoring the FAWE-SS work on the ground
    • Preparing monthly, quarterly and annual reports for the FAWE-SS Executive Committee and FAWE Regional Secretariat.
    • Undertaking regular monitoring and evaluation of the implementation of the FAWE-SS strategic plan and work programme and re-planning accordingly.
Resource Mobilisation
  • Develop a fundraising strategy and use it to mobilise the required financial and other resources.
  • Mobilise and channel resources for FAWE-SS through proposal writing and manage donor relationships.
 
Expected Deliverables 
  • Monthly report submitted to FAWE-SS Executive Committee by the 28th of each month.
  • FAWE-SS Programme status report updated monthly, quarterly and annually
  • FAWE-SS Briefing pack prepared and updated regularly
  • Presentations, reports, feature stories, and programme summaries provided on schedule, as requested by the FAWE-SS Executive Committee.
 
Desired background and experience 
  • University degree in Social Sciences, preferably in Education
  • At least 3 years work experience in an education or gender related environment
  • Computer literate and proficient in use of MS Office and internet navigation skills
  • Excellent writing and communication skills
  • Background in donor relations and proposal development an asset
  • Good analytical, negotiating and interpersonal skills
  • Working experience in Southern Sudan is an asset
  • Drive, passion and commitment to gender issuesWorking Conditions
 
Work Location:  MOE-GOSS, Juba 
Expected Start Date:   ASAP 
Contract of Employment:  Initial six months contract, renewable upon satisfactory performance.  No contract may commence unless signed by both parties 
Travel:  The position will involve regular travel within Southern Sudan, and occasionally outside Southern Sudan 
Holidays: According to the working calendar in Southern Sudan 
Working Hours:  The National Coordinator will work 40 hours a week. However, working hours may be extended depending on the workload.  Flexibility and availability of working beyond the regular working hours and sometimes over the week-ends, especially travel-related, will be expected. 
        Social benefits:   The initial contract does not include medical, life and accident insurance  
Working Tools:  Working space, a computer and other office supplies related directly to the task will be provided for the duration of the contract. 
Transport:  The movement of the coordinator will be facilitated FAWESS;
