Organizational background 
The World Food Programme Somalia activities include food assistance relief, emergency school feeding, humanitarian air and logistics services, food coordination and emergency rehabilitation projects.   
This position is open to Kenyan nationals. Qualified candidates and Female candidates in particular, are encouraged to apply.  
Major Duties and Responsibilities: 
Under the direct supervision of External Relations Officer (ERO), the incumbent performs the following duties:-
  • Due to the increasingly complex nature of the humanitarian efforts in Somalia and a greater emphasis on excellence in external relations with a wide variety of counterparts, a senior assistant is required within the External Relations Unit to assist the External relations Officer and management to maintain close contact with other UN agencies, governments, donors, WFP HQs, Regional Bureau and NGOs.
  • It is essential that the incumbent is able to understand the policies of senior management and other heads of units to gain a broad understanding of WFP operations to insure correct information is being discussed with other UN, NGO and Government organizations.
  • Though this post is based in Nairobi travel at short notice may be required to Somalia or other countries that may have a high security phase.
  • To assist the Chairperson of the Food Cluster according to OCHA global TORs for cluster leads and WFP policy by preparing cluster agendas, writing meeting minutes and cluster reports to OCHA.
  • Provide assistance to the ERO with meetings or working groups organized by IASC, OCHA, UNDP, HC etc as requested by CD. This may mean reviewing reports to WFP and writing replies, analyze minutes, or outcomes from the meetings.
  • If no Programme Officer is available, to participate in Bi-Weekly Inter Cluster Working Group and serve on sub committees or assist others as needed in research, preparation and writing of documents as needed
  • Actively participate in all appropriate cluster meetings for nutrition, health and WASH as needed and take notes and brief the ERO and PU as needed. If follow-up or input is required from WFP, the assistant will meet with the appropriate staff and inform them of the requirement.
  • Assist the ERO and donor relations in the analysis preparation of all FSNAU and Donor and other external briefings and associated documents.
  • Lead the preparation of the CAP Cluster Response Plan and review and recommend for approval the NGOs Project Sheets.
  • Study and understand the Common Humanitarian Fund (CHF) and the TORs for the Board of Directors, and be able to write WFP proposals and review those of others to make recommendations to the ERO or WFP representative on that board.
  • Be prepared to participate in the Programme Working Group for the UNSAS. A UNDP sponsored 5 years earl recovery strategy. Also to have a deep understanding of the document, be able to review changes, update matrix and insert WFP views on any subject.
  • Share pertinent external and donor relations information with the Sub Offices to insure senior sub office staff are able to represent the organization appropriately.
  • Will perform the duties of the external relation programme assistant during his / her absence.
  • Travel to the field offices and other WFP offices as required by the Organization to meet with various clusters and attend their meetings. In this capacity the assistant will provide input and direction to the improvement and stability of the cluster system in the field.
  • Provide guidance to programme unit and others as needed to successfully coordinate all WFP and cluster inputs into the annual CAP.
  • Evaluate the performance of WFP in the external relations role for the annual SPR’s as external relations has set indicators.
  • Perform other duties as required by the ERO and senior management
 
Minimal qualifications: 
Education: Secondary school education, preferably supplemented by courses in human resources, public administration, transport, development economics or other related field.
Experience: At least six years of progressively responsible experience of which at least one year closely related to operations, food aid related work or other related field. At least one year at the G6 level or equivalent.
Language: Fluency in both written and spoken English is a requirement.
Knowledge: Experience in utilizing computers, including word processing, spreadsheet and other WFP standard software packages and systems.
