HR/ADMIN MANAGER – Juba Main Office

IRC is seeking a qualified Sudanese national for following position:
 

The Human Resources & Administration Manager ensures the delivery of timely and effective human resources / administrative services, supports and guides staff and the program on compliance with IRC staff policies and procedures, and coordinates delivery of support services to IRC staff based in Juba and field offices.

Specific Duties:

  • Implementation of and compliance with National Staff Employment Policies
  • Provide technical advice on issues related to employment policy, remuneration and benefits.
  • Liaison with relevant GoSS Departments including Ministry of Labour, Immigration and Revenue Depts  on human-resources related issues
  • Coordination, supervision and implementation of Payroll activities
  • Production of timely and accurate monthly payroll records that ensure compliance with procedures and relevant Sudanese Law  (computerized payroll, salary slips, banking details, overtime payments, salary charges and allocations, PIT and NSI contributions, gratuity payments)
  • Implementation of IRConnect Orientation Programme throughout South Sudan.
  • Implementation of IRC Performance Management Program (PMP)
  • Accurate tracking of national staff benefits including maintenance of complete and authorized forms to support leave taken/absence for: annual leave, sick leave, maternity leave, compensation and compassionate leave.
  • Maintenance of accurate and up-to-date personnel files in all locations
  • Oversight and compliance of transparent recruitment processes in all IRC office locations
  • Ensure recruitment tracking sheet is updated bi-weekly and circulated to relevant staff
  • Manage contracts and exit processes for national staff
  • Processing of payments for all flight bookings (WFP-UNHAS), hotel/accommodations , and guardforce services
  • Effective supervision of assigned HR & Admin Staff
 
Additional Requirements
  • University degree in Business / Public Administration or a closely related discipline
  • Fluent English (written and spoken) and Arabic
  • Prior experience of working  in a similar role in a multi-cultural environment
  • Good communication and staff management skills
  • Excellent computer literacy (Microsoft Office, Word and Excel spreadsheets; Outlook)
  • General knowledge of the HR procedures and tools, best practices
  • Excellent knowledge of Sudanese labor law
