Job Objectives
To provide strategic direction, oversight and leadership to the programme, within AMREF and its partnerships, that is consistent with National SRH standards, guidelines and policies. Programme manager serves as the principal liaison at programme level with Sida; Government ministries, departments and agencies in consultation with AMREF Senior Management.
Reports to Deputy Country Director
Key Responsibilities:
Participate actively in national efforts and forums addressing sexual reproductive heath rights (SRHR) for young people in Tanzanian and beyond.
Work closely with the development partners, Ministry of Health and Social Welfare and other relevant ministries and stakeholders in sharing and dialoguing along the identified project strategic components in addressing SRHR for the young people and include the most vulnerable segments such as young people living with HIV and AIDS and the disabled ones
Generate pragmatic and evidence-based initiatives for bridging the existing gap between young people's sexual and reproductive health needs and their access to health care system
Providing leadership in strengthening AM REF portfolio in SRHR for the young people.
Guide on timely compilation of projects reports and facilitating prompt submission to senior management in AM REF, MoHSW, and to Sida.
In liaison with Tanzania SMT, National Offices and programme and project managers, take lead in identification of opportunities for new programme development and write concept papers and proposals consistent with Government of Tanzania priorities through AMREF strategic approaches.
Searching for new information and research findings in SRH issues, and other related issues and applying knowledge to enhance programme performance
Provide guidance to the programme team in identifying areas for operational research (OR) for SRH issues for the young people include the most vulnerable segments such as young people living with HIV and AIDS and the disabled ones
Guide and lead the team in documentin lessons learnt for programme aevelopmem ana scale-up, ana OIssemlnatmg knowledge and best practices in meetings and journals
Ensure implementation of the project is in accordance with the contractual agreement between Sida and AM REF; adhering to operational regulations and the set standards for project management, financial procedures, procurement and human resource management.
Oversee the m<:.nagement of overall programme budget including quality partnership with sub-gtantees.
Manage staff performance and development
Qualifications and Experience:
A Masters Degree in public health, reproductive health or related field. Sound experience in working with young people in SRH issues and HIV & AIDS of not less than five (5) years.
Excellent project planning and proposal writing skills. Strong team leader and player skills
Excellent presentation, communication and interpersonal skills Excellent networking and organizational skills.
Track history and clear understanding of health systems and local government structures and CSOs
Basic principles and practices related to the management of health care delivery systems
