Purpose of the Position:
Reporting to the Regional Team Lead, the Program Officer will provide technical support for the implementation of quality mY/AIDS care and treatment and PMTCT services at CSSC supported facilities in Rorya & Sengerema district councils respectively. Slbe will work closely with the local partners' treatment facilities leadership, other implementing partners & stakeholders. In addition, slbe will be responsible for technical services provided by CSSC to local partner treatment facilities. Tbe incumbent will ensure quality; effectiveness and timeliness of the ART program deliverables are realized.
Specific Duties and Responsibilities:
Technical Coordination
Coordinate and monitor implementation and management of care and treatment and PMTCT services at local partner facilities.
Identify capacity building needs; support and coordinate training ofbealtb care providers at local partner sites, regional district management teams as deemed necessary.
Facilitate and collaborate with regional, district health officials and other strategic partners in the development of the local partner facilities work plans and budgets.
Conduct supportive supervision, provide on site technical assistance and mentorship. Share findings and recommend areas for improvement to relevant parties.
Assist in dissemination and orientation of National HIV/AIDS guidelines/policy to health care providers; ensure that the guidelines are well understood and followed.
Liaise with regional & district health teams, other strategic partners and ensure local partner facilities needs/concerns on service delivery are addressed timely.
Collect and share information regularly on tbe status oftheilrogram, lessons learnt and best practices with all relevant parties.
Advocate for inclusion of Care and treatment and PMTCT activities in the Council Comprehensive Health Plans
Facilitate quality improvement of service delivery by local partner treatment facilities
Prepare and submit local partner treatment facilities performance reports timely Participate in ART program review and planning meetings.
Participate in the preparation of ART program annual work plans, budgets and reports.
Prepare monthly/quarterly/annual report for activities implemented
Carry out any other assignments as may be assigned by the supervisor and lor the management
Qualifications and experience:
Medical degree or equivalent. A Postgraduate qualification in Public Health or its equivalent will be an added advantage.
Preference will be given to those with: Previous training in Care and Treatment and PMTCT according to the NACP guidelines; experience in providing care and treatment and PMTCT services in a community setting; experience with project management.
Minimum 3 years of professional experience working with health/HIV/AIDS or community based programs,
Good understanding of the Tanzania health system and policy environment and working in partnership with Districts and communities.
Excellent oral and written communication skills. Have good report writing skills:
Have an advanced computer literacy and should be comfortable working with basic Microsoft packages (word, excel & Power point etc)

• Pro-active, collaborative and ability to organize and prioritize demanding activities. Work effectively in a team and be able to work under limited supervision
• Ability to organize and meet deadlines for a wide variety of the project assignments
• Ability to travel frequently within the assigned districts/or other parts of the country.
