CARE Tanzania seeks to recruit qualified Tanzanian nationals for the positions of Program Officer-Institutional Capacity Building in Dodoma for our Pastoral Basket Fund Program.

Basic functions:
The purpose of this position in Sustainable Rangeland Management Programme [SRMPj is to ensure improved Capacity of implementing partners and beneficiaries of the project to be able to deliver on rangeland management practices and activities.
The primary function of the Program Officer is to coordinate activities and efforts aimed at enhancing the Sustainable Rangeland Management capacity to provide quality project work to beneficiary communities. The officer will also determine the impact the SRMP is making in the lives of the beneficiaries, guided by the project documents (Le. proposal, project implementation plan, and monitoring and evaluation plan). relevant Impact Group strategy, CARE Tanzania's Long Range Strategic Plan [LRSPj. and CARE International's designing, monitoring, evaluation and impact measurement frameworks and tools. The position will be required to coordinate, organize and oversee training and capacity building programs on components that are dealt with in the program, management aspects, advocacy elements as well as project designing, implementation, monitoring, evaluation and reporting to programme staff and partner Civil Society Organizations and districts in line with the programme implementation approach. She/he will also when necessary assist linkages between the PBFP management and an ILCIIFAD field visit in the project cites and when documenting lessons learnt. The officer will report to the Programme Manager and coordinate her/his activities closely with CARE Tanzania Program Learning Advocacy and Quality Coordinator in Oar es Salaam in a coherent and effective manner. Others will include advising the programme Manager regarding strategic steps for realizing the program's goal.
Qualifications:
Education/Experience:
• A first degree in natural sciences preferably Animal Science, Land Use Plan, Range land, Education or Social Sciences with a bias in research
• Three years of working with projects in NGOs and holding the same or a similar position.
• Knowledge of pastoral communities or have worked with pastoralist communities for at least one year.
• Knowledge on anthropology of pastoralist communities.
• Speed in working
• Basic Financial management skills
• Interpersonal skills
• High levels of creativity
• Excellent report-writing and communication skills
• Computer skills in MS Word and Excel.
• Facilitation skills and capacity building skills
